Program Manager

Global Foundation Services (GFS) is an exciting and rapidly evolving operational group within Microsoft responsible for strategy, procurement and delivery of the world-wide foundational platform for all Microsoft Online Services Division including data centers, networking infrastructure, servers and component hardware, utilities and professional services. GFS supports over 200 online businesses including Bing, Hotmail, Xbox Live and Windows Azure and bears a significant role in the future of Microsoft’s devices and services strategy.  

Microsoft is seeking a full-time, experienced Program Manager (of contracts) to support the Contracts Management function within Microsoft’s Global Foundation Services (GFS). We are looking for a contracts specialist to work closely with strategic sourcing leads, engineering, finance, Site Selection and Portfolio Management teams, and legal teams.  

The ideal candidate will have:

•5 – 10 years’ experience in cloud scale, datacenter site services, including site selection agreements and post-management of existing portfolios, lease and build agreements (including tax and statuatory compliance) and supply chain contracts management.

•Similar experience with enterprise and wholesale telecommunications and datacenter server technologies is preferred.

•Some understanding of utility, hardware and component supplier business models is a plus.

•The candidate must be prepared to lead through innovation and collaboration, and deliver against aggressive deadlines.

Roles and responsibilities

The person in this role will support the GFS Contracts Management team by providing general contracts lifecycle and administrative services to strategic sourcing leads within GFS. Responsibilities will include project management of contracts in development and throughout the redline process, organization and distribution of documents for review among various stakeholders, tracking, coordination and resolution of open items and hand-off to appropriate entities for routing and execution. The candidate will take measures to accelerate momentum throughout the contracting process in support of GFS Sourcing leads, ensuring best practices are maintained throughout the process, and will maintain documentation for review and reference throughout implementation and solution lifecycle. The candidate will help develop and implement strategies to centralize contract management practices, tools and systems.

Contracts Management Functions with SSA/Portfolio Management to include:

1) Reviewing existing, executed contracts within Microsoft’s contract database to determine any compliance with stakeholder requirements (e.g. Security, Construction, Engineering, Legal);

a.Flagging compliance issues and taking proactive, approach to put contracts back into compliance (e.g. Amendments and or Addendums, as required);

b.Liaison with internal MS legal and Portfolio management team to negotiate the necessary amendments/addendums and make changes as required;

2) Reviewing new contracts, in process, to ensure compliance with the above.

3) Running reports in existing contracts lifecycle tool and briefing Portfolio Management team on important T&Cs like Termination Clauses, Expirations/Renewals, Options, non-compliance (e.g. vendors having to report insurance or diversity requirements, etc.)

Skills and qualifications (Requirements)

•5+ years of contract management, supply chain or procurement experience

•Entrepreneurial, hands-on spirit with high-level conceptual, analytical, and problem-solving abilities.

•Cross-group collaboration and project management skills, with experience developing efficient work plans for complex projects.

•Ability to manage multiple projects simultaneously.

•Leadership skills - particularly in an environment of international, contractual complexity and a cross-functional, worldwide stakeholder community.

•Ability to manage challenging expectations and resolve conflicts amicably and efficiently.

•Exceptional interpersonal and communications skills, both verbal and written.

•Relentless drive to overachieve and proactively drive key initiatives.

•Excellent Microsoft Office Suite skills, particularly Excel (in addition, e.g. SQL database experience, SharePoint experience, contracts archival software; Contracts Lifecycle tools and similar software, etc.).

•Exceptional ability to analyze and problem-solve.

Skills and qualifications (Preferred)

•5 - 7 datacenter, telecommunications, power company, technical real estate, and/or management experience.

•2 – 4 years datacenter sales or supply chain including development of complex real estate and/or technical service contracts on behalf of the owner and fulfillment models.

•Understanding of contract legalese and general portfolio lease administration practices.

•Human Relations and Interpersonal Dynamics training and experience
