Postal Support Employees (PSE) hold temporary appointments for periods not-to-exceed 360 days. Subsequent

appointments after a 5 day break in service may be offered but are not guaranteed and should not be expected because the

PSEs can be scheduled any hours and the position is intended to be very flexible, including weekends and holidays as

needed. PSEs must be available to work when needed.

Functional Purpose

Performs a variety of clerk duties required to process mail using automated mail processing equipment or manual methods of

sortation and distribution.


DUTIES AND RESPONSIBILITIES


1. Makes one or more sortations of outgoing and/or incoming mail using the appropriate sort program or manual distribution

scheme.

2. On a rotation basis, performs all of the following duties: loads mail onto automated equipment, culling out non-processable

items; enters sort plan and starts equipment; monitors flow of mail to ensure continuous feed; sweeps separated mail from

bins stackers; and stops equipment when distribution run or operation is completed. Runs machine reports, clears jams and

contacts maintenance for assistance when required.

3. Prepares work area, ensuring all necessary support equipment and materials, including labels, trays, and other

containers, are in place.

4. Removes sorted mail from bins or separations and places into appropriate trays or containers for further processing or

dispatch based on knowledge of operating plans and dispatch schedules, or at the instruction of supervisors or expediters;

may riffle or verify mail to ensure sortation accuracy as needed.

5. In addition, may perform any of the following duties: provide service at public window for non-financial transactions;

maintain records of mails; examine balances in advance deposit accounts; and record and bill mail requiring special service.

6. Follows established safe work methods, procedures and safety precautions while performing all duties.

7. Performs other duties as assigned.


PSE MPCs perform a variety of clerical duties in mail processing and retail/customer services to support day to day

operations.


Duties are physically demanding requiring moderate to heavy lifting, carrying, prolonged standing, walking and reaching.

PSEs may be required to handle heavy sacks of mail/parcels, sort & distribute incoming/outgoing mail, and work at a service


window selling postal products & services to customers. Applicants must be able to perform the duties of the position with or

Debug performance problems found during characterization of these analog circuits. Work with automatic test engineers (ATE) to develop production tests for these circuits. Document the operation and performance of these analog circuits.






 






PhD in Electrical Engineering or equivalent education preferred. Typically requires an MS with 6+ years of experience or PhD with 3+ years of experience. Experienced in Cadence design environment. Able to make system level judgment and associated trade-offs. Ability to manage a complex mixed signal chip development from creation into high-volume production. Strong grasp of low noise, high linearity design. Interest in continuous time sigma delta






converters. Interest in high resolution and/or high bandwidth data converters and high precision amplifiers. Have knowledge of active filter design implementation. Background


UNICEF works to advance the rights of adolescents across all its programmes and policies. A small team of specialists promotes programming for adolescents that build on their assets and strengths, while addressing their unique vulnerabilities and risks.


UNICEF is developing an “Adolescent Kit for Expression and Innovation,” which is a package of guidance, resources and supplies to reach, engage and support the healthy development of children in the second decade of life, especially those in humanitarian contexts. This “Adolescent Kit for Expression and Innovation” is designed to strengthen and catalysed programmes and interventions UNICEF and partners implement throughout the humanitarian action cycle and in other challenging settings. The entire kit provides approachesand**activities** that can be used in UNICEF’s child protection, education, and youth programmes and partnerships, including Child-Friendly Spaces, community-based protection approaches, schools and education programmes (both formal and nonformal) and youth centres, as well as supplies to make those approaches and activities more feasible and engaging in low-resource contexts.


Purpose


The Adolescent Kit for Expression and Innovation includes guidance, activities and other resources for programme coordinators who plan and oversee programmes and interventions for adolescents in humanitarian contexts through which the kit resources will be used, and facilitators who will lead positive development activities for groups of adolescents also using resources from the kit.


Programme coordinators are likely to be specialists, officers, or managers working for UNICEF and its partners in sectors such as child protection, education, and/or child and youth participation. The resources for programme coordinators include guidance and tools to support them in designing, adapting, strengthening and implementing programmes at all stages of the planning cycle.


The people who work or volunteer for the role of facilitator in different countries and contexts will come from a wide range of backgrounds and experiences. Some may be teachers, with formal training as educators, but many others will be volunteers (often youth) with minimal or no formal training, and in some cases low literacy skills. The resources for facilitators includes overall guidance for planning and facilitating engaging, age-appropriate activities with adolescents, and activity guides that utilize arts, creative expression, cultural traditions, problem solving, experimentation and innovation, especially through projects which adolescents design and carry out based on their own interests and priorities.


As such, the guidance and tools must be appropriate, readable and accessible for a wide range of users, including those with higher and lower levels of education, and those facing the practical challenges of working in humanitarian settings. Guidance and tools must be edited so that they can easily be translated in to UN and other languages, capturing meaning and clarity.


The entire package of guidance will be designed digitally and made available electronically on a web platform, and on a flash drive that is packaged with the supply kit. Select guidance and tools (approximately 1/3 of the materials) will be designed graphically and printed; those print resources will also be packaged inside the supply kit.


UNICEF is currently developing the final copy of all guidance and tools for the Adolescent Kit for Expression and Innovation, which is a revision and expansion of a prototype “Version 1.0” of the guidance that was been field tested in three countries and reviewed by technical experts and prospective users in early 2015. Guidance and tools from that draft are available for review at http://www.adolescentkit.org/.


Scope of Work:


· Edit the publication including all components for clarity, readability and consistency of message, keeping in mind the publication’s audience. Editing may require rewriting, abridging and restructuring text for greater readability, better logical sequence and elimination of repetition and jargon.


· Ensure that the text is clearly written and phrased in ways that are accessible for an audience with a range of literacy levels.


· Ensure that arguments are presented in a balanced manner and that citations are included for statements and passages, where required.


· Maintain a consistent writing style and tone of voice.


· Review fact-checking and copy-editing comments and incorporate them in the text.


· Review first page proof (layout) of the publication.


Responsibilities: Assignments are delivered on time and are of good quality.

Duty Station: New York. The consultant will work remotely for the entire duration of the assignment. No travel required.

The Vehicle Title Inspector functions under the direct supervision of the Court Security Supervisors. The Vehicle Title Inspectors are responsible for ensuring that all Vehicle Identification Number (VIN) inspections required by Nebraska State Statues and County guidelines are property performed, documented and paid for.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
Inspect all out-of-state vehicles that require a Nebraska title. Ensure that the VIN on the out-of-state title and the VIN on the vehicle match in at least two places (if possible) and that the VIN is not listed as “stolen” in NCIC. Correct, or assist the customer in correcting, any title misprints or irregularities that are not of a criminal nature. Contact a Deputy Sheriff regarding any suspicions of a criminal act. Perform on-site inspections at the Impound Lot. Perform on-site inspections, if requested, at car dealerships. Maintain records of all inspections performed and all fees collected. Perform recording, filing and copying as needed. Report to work with regular, predictable, and consistent attendance. Establish and maintain effective working relationships with supervisors, co-workers, other County employees, elected officials, department heads, attorneys, law enforcement, other agencies, and the general public. Peripheral Duties : Assist citizens in any area concerning vehicle inspections. Directs citizens to proper department regarding any questions not related to vehicle inspections. Assist Tow Lot Attendants with any situation involving a VIN. Perform any other duties as directed.


MINIMUM QUALIFICATIONS:
Minimum Qualifications: High school graduate or GED equivalent. Must be at least twenty-one (21) years of age. Must be bondable. Must possess, or obtain by time of hire, a valid State driver’s license without record of suspension or revocation in any State. Must be able to pass a background check. Necessary Knowledge, Skills and Abilities: Knowledge of proper filing and record keeping systems. Knowledge of computerized records maintenance. General knowledge of applicable laws, ordinances, and department rules and regulations. Skill in the use of the tools and equipment: Personal computer, including word processing and specialized software, law enforcement radio, multi-line telephone, typewriter, calculator, fax machine, county vehicle and copy machine.   • Lead implementation of research activities, working in close collaboration with the rest of the Strategic Information for Impact (SII) and Technical Services (TS) Units.

  • Coordinate the development and implementation of organizational capacity building activities to expand and strengthen research initiatives, package information for resource mobilization for research and learning, increase visibility of the investment of programmatic and other resources in MLE and research and ensure consistent documentation of processes, results, impact and lessons learned for programmatic improvement and generation of resources.

SUMMARY


The director of USIP’s China Program will manage the day-to-day implementation of the China program and will report to the vice president of USIP’s Asia Center. The director will lead the process of developing a strategic plan for the China program that aligns with USIP’s strategic plan, and focuses on informing policymakers and practitioners on China’s role with regards to peace and conflict dynamics in the countries and major geographic regions where USIP operates (Africa, Asia and the Middle East). S/he will serve as USIP’s resident expert on China, represent USIP in official meetings, panel discussions and the media, and be responsible for designing and managing projects. This senior position is based at USIP’s Washington DC headquarters.


MAJOR DUTIES AND RESPONSIBILITIES


Strategic Planning and Program Design:


  • Develop a USIP China program strategy that is aligned with USIP’s strategic plan, and focuses on China’s role with regards to peace and conflict dynamics in the countries and regions where USIP operates (Africa, Asia and the Middle East). Based on this strategy, identify, design and manage innovative research initiatives and activities that are aligned with this program strategy.

Representation and Communications:


  • Conduct outreach to key stakeholders and help enhance USIP’s national and international profile; develop strong relationships and partnerships within the foreign affairs and conflict management communities; represent USIP’s China program at internal and external events and disseminate information about USIP’s programs and research findings; provide expertise on key policy issues related to China through briefings of key officials and other relevant actors; participate in working groups, conferences and roundtable events; and serve as a resource for television, radio and the print news media.

Fundraising and Grant/Budget Management:


  • Identify interagency funding opportunities and oversee the drafting of project concept notes and proposals. Help manage China-related grants and contracts, and ensure that program budgets are managed in an efficient and accountable manner. Work closely with the VP and other USIP colleagues to ensure USIP’s and funding partner’s policies and procedures are adhered to, and that progress and financial reports are submitted in a timely manner.

Policy Research and Analysis:


  • Identify and develop research priorities based on the China program strategy; directly conduct research and support and oversee research initiatives by others; write and review policy-oriented publications; and disseminate research findings.

QUALIFICATIONS


  • Applicants must be U.S. citizens or nationals of countries listed in a U.S. Collective Defense Arrangement per the Department of State. To see a list of those countries, go to http://www.state.gov/s/l/treaty/collectivedefense/index.htm.

  • A Master’s degree (PhD preferred) or equivalent experience in social sciences, humanities, or international relations/conflict management.

  • Minimum of eight (8) years of experience, preferably working in or on China, in at least two of the following areas: regional political/economic analysis; international development, peacebuilding/conflict resolution, democracy and governance, international law, human rights.

  • Demonstrated expertise on China and the region; strong research and analytical skills.

  • Excellent representation and communication skills (oral and written), including cross-cultural skills, media skills, and the ability to deal with counterparts on both the lowest and highest political, social and economic levels.

  • Relevant grant management experience, including drafting and negotiating proposals and writing reports for USG agencies.

  • Fluency in mandarin highly desired.

Alan R. and Barbara D. Finberg Fellowship – Established in memory of Alan R. and Barbara D. Finberg, early supporters of Human Rights Watch (“HRW”), this fellowship is open to recent graduates (at the Master"s level) in the fields of law, journalism, international relations, or other relevant studies. Graduates with LL.B. degrees or advanced degrees in other relevant disciplines may also be considered.


JOB DESCRIPTION:


Fellows typically work full-time in Human Rights Watch’s New York or Washington, D.C. office or in some instances in another location.


Fellows monitor human rights developments in various countries, conduct on-site investigations, draft reports on human rights conditions, and engage in advocacy and media outreach aimed at publicizing and curtailing human rights violations.


Past fellows have conducted research and advocacy on numerous different issues in countries all over the world. Recent examples include projects on: police corruption and access to justice in Liberia; accessibility for people with disabilities in Russia; youth in solitary confinement in US prisons; hazardous child labor in artisanal gold mining in Tanzania; police abuse of gay men in Kyrgyzstan.


QUALIFICATIONS:


Applicants must demonstrate a strong background in international human rights and be committed to building a career in human rights. Research experience, including experience conducting interviews, ideally in the context of human rights research, is required. Field experience in human rights work is strongly desirable. Applicants must have exceptional analytic skills and excellent oral and written communications skills in English. Proficiency in one language in addition to English is strongly desired as is familiarity with countries or regions where serious human rights violations occur.


Applicants should be highly motivated and well-organized; able to work quickly and well under pressure, both independently and as a member of a team; able to juggle multiple tasks; and able to meet tight deadlines. The fellowship year will require creativity, initiative, perseverance, and flexibility while maintaining HRW"s high methodological standards.

Summary


Save the Children’s Saving Newborn Lives (SNL) program has made a major contribution in putting newborn survival on global and national agendas—producing groundbreaking analyses and publications, identifying interventions to address the major causes of newborn mortality, and helping 19 high-burden countries develop or improve newborn health policies and strategies and introduce improved newborn care services and practices. However, accelerated progress is needed: newborn deaths now comprise over 40 percent of all deaths of children under age 5; political commitment and funding for newborn survival and health remains inadequate; and progress in reducing neonatal mortality lags behind progress in maternal survival and survival of older children. SNL and its partners have concluded that the critical next step is to demonstrate that evidence-based newborn health interventions can be effectively implemented at scale.


To this end, SNL is working with partners globally and in seven priority countries to develop, apply, document, and sustain successful program implementation at national scale. SNL works collaboratively through country governments, development partners, civil society, and other strategic partnerships to catalyze action to improve health outcomes for newborns. SNL has five mutually reinforcing objectives to achieve impact at scale:


  1. To promote the generation and use of evidence.

  2. To provide technical assistance and resources to improve health systems and programs.

  3. To monitor implementation and outcomes.

  4. To manage knowledge to improve newborn policies and practices.

  5. To advocate for and mobilize commitment, resources, and integration for accelerated implementation of newborn health programs.

The SNL Advocacy Specialist provides technical leadership and oversight in support of the fifth SNL strategic objective*.*


Essential Duties, Responsibilities and Impact

Specific duties and responsibilities of the Advocacy Specialist include the following:


  1. Update and finalize the strategic plan that guides SNL advocacy activities, spelling out clear roles, milestones, indicators, and measures to monitor progress and results. The plan should link global advocacy efforts to those at the country level so as to ensure a consistent approach and reflect evidence gained from field experience (20%).

  2. Coordinate and support SNL efforts to influence and engage other organizations such as WHO, UNICEF, the World Bank; other advocacy groups, working groups, and coalitions; and private sector organizations with an interest in newborn health (20%).

  3. Support country-office staff to complete development of their advocacy strategies and then to implement them, focusing on the top 3 to 4 key advocacy objectives/outcomes. Help roll out the advocacy champion tool kit and support SNL country-office staff to identify, recruit, train, support, and measure the effectiveness of advocacy champions to maintain and increase national political and organizational commitment to improving newborn health. Assist staff to identify opportunities to become engaged in global and regional forums for all champions, while tracking their engagement and influence (50%).

  4. Coordinate advocacy efforts with communications and knowledge management staff to use media and social media channels to generate engagement of civil society and issue activists in both developed and developing countries (10%).

Required Background and Experience, Skills and Behaviors


Professional Level of Technical or Managerial knowledge, skills, and experience to manage the operational activities of a Unit or Team, or provide the technical and management support related to various size programs, grants or projects. Minimum 5 – 9 years" experience required in area of expertise. Bachelor"s Degree through PhD.


  • Master’s degree in development communications or related field, or relevant experience
