PSI seeks an Associate Program Manager to support program management functions in the Southern Africa division. The APM will have wide ranging responsibilities and work with PSI staff at all levels both in Washington and overseas. The position requires flexibility and willingness to assume varied duties and projects with an emphasis on administrative tasks. This position is based in Washington, D.C. and reports to a Program Manager for Southern Africa.


RESPONSIBILITIES:The APM is responsible for backstopping duties for two to three country platforms ensuring smooth and timely flow of work. Duties include, but are not limited to the following:
Backstopping Responsibilities


  • Serve as liaison between country platforms, program manager, donors, executive, technical and functional departments

QUALIFICATIONS:


  • Master’s degree or equivalent experience

  • At least two years of experience working in a fast paced office environment

  • At least two years of prior work experience in a developing country

  • Advanced computer skills (MS Office applications, including Word, Excel and PowerPoint)

  • Excellent organizational and administrative skills with special attention to detail and timeliness

  • Proven ability to develop routines to manage large workloads and organize work efficiently

  • Readiness to interact with a variety of people and assume diverse duties and tasks

  • Takes initiative

  • Knowledge of USAID and international donor compliance

  • Fluency in a foreign language – French preferred

Successful candidates will be customer service oriented, exhibit excellent communication and interpersonal skills; have proven problem solving ability; be able to work efficiently and quickly under pressure; be able to prioritize and perform multiple tasks; and have the ability to work with minimal supervision and follow through on assignments. Preference will be given to candidates with a demonstrated interest in international health and development issues.

  • Manage all contracts and accounting issues pertaining to the supported platforms

  • Serve as main point of contact on proposal development (lead budget development and overall coordination of proposal submission).

  • Track and budget department salaries for annual operating budgets, donor budgets and project billing

  • Ensure timely submission of donor deliverables and compliance with awards.

  • Monitor contract compliance of donor-funded projects

  • Independently initiate and complete monthly financial status reports review (“ASR review”), and quarterly sales and procurement analysis

  • Manage communications with overseas staff, including HCN Management staff

  • Create, review, update and realign donor budgets

  • Conduct short term technical assistance platform visits on an as needed basis

  • Manage the Annual Operating Budget and process for the supported platforms

  • Manage re-classification and correct budget entries as needed
