We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

About the Position:

This vacancy is limited to first 50 applicants received and will close at midnight on the closing date or at midnight on the day we receive the 50 th application, whichever comes first.

The position of Contract Price/Cost Analyst is a position in the DCMA Keystone Program. DCMA uses the Expedited Hiring Authority to recruit and attract exceptional individuals into the Federal Workforce. The DCMA Keystone Intern program is generally a three-year developmental program.

Prior to appointment, all candidates will be required to sign a Keystone Conditions of Employment Agreement.

NOTE: During the Keystone Program, participants will receive specialized formal classroom training, computer-based training, and on-the-job (OJT) training. The training program will consist of the following:

1. Report initially to DCMA Organization for at least 2 weeks.

2. Travel TDY for four weeks to attend training at a DCMA Learning Center (DLC).

3. Spend 6 months in the DCMA Organization for more OJT and functional training.

4. Return possibly to the DLC for 1 week assessment/update training.

5. Return to the DCMA Organization for more OJT and developmental training.

6. Return as necessary to the DLC throughout the 2nd year for additional training.

KEY REQUIREMENTS
Appointment subject to background investigation and favorable adjudication PCS and Recruitment Incentives are not authorized. Pre-appointment drug test is required. Temporary Duty (TDY) is approximately 10-20 percent. This is an acquisition position.
DUTIES: Major Duties:

· Completes classroom and on-the-job training to acquire, exercise, and maintain knowledge of the duties inherent in the administration or price/cost analyst of firm-fixed-price contracts and other contracts of similar complexity or of specific phases of more complex contracts such as overhaul and repair, facilities, cost-plus-fixed-fee, etc .

· Assists with monitoring contractor performance for compliance with applicable laws, delivery schedules, payment provisions, inspections, contract and date reporting requirements .

· Assist with contacting contractors to clarify issues on contractual requirements (as necessary).

· Assists with the review, analysis, and evaluation of unit cost and price data in contractor proposals. Assists with resolving cost and accounting issues.

QUALIFICATIONS REQUIRED: Applicants must meet the DoD Qualification Requirements for the Contracting series (1102).

BASIC EDUCATION REQUIREMENT for 1102 Positions within Department of Defense:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND

At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

For consideration, your resume MUST indicate that you possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees AND your resume MUST show that you possess at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000.

You may start at the GS-05 if you have the following qualifications: Bachelor?s degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This requirement can be obtained within the degree or in addition to the degree.

You may start at the GS-07 if you have the following qualifications: 1 full academic year of graduate education, law school, or Superior Academic Achievement; OR 1 year of Specialized Experience equivalent to at least the GS-05 level. Specialized experience is defined as:

· Experience e in analyzing facts and conditions and making comparisons of prices, discounts, delivery dates, or handling charges.

· Experience comparing prices on reoccurring types of procurements. Experience assisting in preparing solicitation documents.

· Experience drafting contract provisions and supporting documentation.

· Experience presenting information orally.

Superior Academic Achievement is obtained through: (1) Class standing - being in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; (2) Grade-point average - (a) having a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) having a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or, (3) Election to membership in a national scholastic honor society.

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the fields identified in the Basic Education Requirements above is required.

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
