SUMMARY:

The Program Associate will report to the Director, Programs and will provide financial and administrative support for the successful implementation of Counterpart programs in the practice areas of food security, nutrition, and agriculture. Current portfolio includes the Senegal Food for Education Program, Senegal Feed the Future Yaajeende Nutrition Program, Cameroon Food for Education Program, Cameroon International Food Relief Partnership program, Mauritania Barkeol Nutrition and Economic Recovery Program, and Guatemala Food for Progress Program. The Program Associate will liaise with all departments in HQ to provide support to field operations focused on financial, administrative and compliance requirements? Where applicable, s/he keeps the Director, Programs briefed on pertinent issues and changing circumstances. This is a full/part time position based in Arlington, VA.

DUTIES AND RESPONSIBILITIES:

• Provide financial, and administrative backstopping support while complying with Counterpart and donor requirements, policies, and regulations observed in all phases of the program implementation.

• Under the guidance of the Director of Programs and Program Manager, ensure that high quality and timely HQ support is provided to field teams.

• Maintain regular communications with field to stay current on program activities; facilitate communications between HQ and field; and proactively identify and recommend solutions or options for resolution of problems.

• Draft program reports on current programs for internal and external use.

• As requested, collaborate with field teams and other business units to support the development and implementation of program work plans, performance monitoring & evaluation plans and budgets.

• Assist in collecting and documenting program best practices, lessons learned, success stories and impacts.

• Assist in the preparations of budget realignments and/or modifications to existing awards, as necessary

• Provide proactive financial backstopping and budget tracking.

• Liaise with Communications team for the development of program outreach materials.

• Support drafting consultant and vendor agreement scopes of work with clear lists of deliverables and in coordination with the other departments, provide support in monitoring executed agreements and processing payment processing.

• Maintain all relevant program data ensuring that accurate and up-to-date records and information are kept in physical files and electronic drives and systems.

• Organize international travel and logistics for the team.

• Represent Counterpart at events and other external meetings as necessary

• Other duties as assigned.

RequirementsQUALIFICATIONS:

• Bachelor’s degree in political science, international development, health, nutrition, agricultural sciences, or other related field with a minimum of 3 years of previous work experience in international development programs or relevant experience, or equivalent combination of education and experience

• Previous work experience in food security, nutrition and agriculture programs preferred

• Familiarity with USDA/USAID rules and regulations preferred

• Strong internet and computer software skills, including MS Office Suite programs, and web-based research tools

• Strong written and verbal communication skills

• Strong inter-personal skills and ability to work in multi-cultural and lingual settings

• Ability to multi-task and work under pressure with attention to detail

• Availability to travel to program countries

• French proficiency preferred
