Description:


The Food and Nutrition Technical Assistance III Project (FANTA) improves nutrition and food security policy, strategy, and programming, and provides technical support to USAID and its partners, including host country governments, international organizations, and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, and food security and livelihood strengthening. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement that will end on February 7, 2017.


Job Summary / Responsibilities:


The Deputy Director – Country Programs provides leadership to FANTA III country-based technical activities to ensure that programmatic priorities, strategies and approaches respond to the needs of USAID and reflect best practices and the current evidence base. The Deputy Director – Country Programs works closely with the FANTA III Global Leadership team to introduce and scale-up the use of proven, state-of-the-art approaches, methods and tools to achieve sustainable changes in key nutrition and food security outcomes. This position oversees the country-based activities of the FANTA III Maternal and Child Health and Nutrition (MCHN) and Nutrition and Infectious Disease (NID) technical clusters.


Essential Job Functions:


  • Serve as a member of FANTA III’s Senior Management Team. Assist the Project Director and USAID AOR in setting FANTA III’s vision, strategy and priorities, and in managing overall project activities.

  • Serve as Acting Project Director when designated to do so by the Project Director.

  • Provide overall leadership to FANTA III’s country level activities and ensure that the programmatic priorities, strategies and approaches adopted by country programs reflect best practices and evidence base and are responsive to the needs of USAID.

  • Oversee negotiations with USAID Missions in the development of scopes of work and budgets for FANTA III country activities.

  • Monitor and ensure the timely completion of country activities.

  • Ensure adequate report on performance and progress of FANTA III country activities.

  • Ensure the technical quality of FANTA III’s country activities and deliverables, from the production of guidelines to strategic policy guidance, training of service providers, and other tasks.

  • Support the Project Director in maintaining working and consultative relationships with key global organizations.

  • Contribute to the development and dissemination of the results of FANTA III activities.

  • Facilitate and strengthen cross-sectoral harmonization and synergy between the various FANTA III country programs.

  • Stay up-to-date on U.S. legislative environment and on Agency initiatives relevant to FANTA III programming.

  • Work with Country Program Managers in identifying and responding to opportunities for strengthening and scaling up FANTA III support at the level of individual country programs.

  • Manage and provide direction and leadership to a team of technical specialists at HQ and in countries,

  • Directly supervise up to five senior technical advisors and support them in their supervisory responsibilities of other technical specialists.

  • Ensure the correct and appropriate use of human and financial resources to best meet country program objectives.

  • Work with Deputy Director – Operations and other team members to recruit additional technical specialists to support FANTA country program activities as needed.

  • Develop country programs section of FANTA III Annual Work Plans and Annual Reports. Contribute to other reports of project progress and performance as required.

  • Carry out other job-related technical or managerial tasks as assigned by the Project Director.

Qualifications:


Education:


Advanced degree in nutrition, public health, economics or related field required.


Experience:


  • At least 15 years of work in international development, with a combination of relevant research, technical, operations and management experience with donors, PVOs and international organizations. Experience in managing USAID-funded projects is preferred.

  • At least 5 years experience with country level programming that includes at least one of the following: nutrition, food security, health, agriculture, HIV/infectious disease programs.

  • At least 5 years professional experience working in low or medium income countries implementing development programs.

  • Experience managing teams of multi-disciplinary technical specialists.

  • Extensive experience developing, managing, tracking and reporting on activities in multiple countries and technical areas, and their associated budgets.

Skills:


  • Ability to undertake problem analyses and organize diverse information in a systematic way while thinking creatively to propose approaches to improve program design, implementation and results reporting. Strong analytical ability is essential.

  • Ability to work with others to translate technical materials into practical tools and approaches and be able to communicate these options using print, electronic and presentation services.

  • Ability to work in and manage a team consisting of people with different technical backgrounds and with people with varying levels of technical training. Demonstrated managerial, leadership, organizational, and interpersonal skills.

  • Ability to facilitate relationships and interact smoothly and effectively with clients and colleagues.

  • Superior presentation skills, both written and oral. Samples of writing will be required.

  • Facility with computing environments.

  • English fluency is essential and French, Portuguese or Spanish ability preferred.

  • Ability to travel up to 20-30% of the time.
