Description:


We are currently seeking qualified candidates for the position of the Jamaica Technical Advisor for the USAID-funded project, Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President’s Emergency Plan for AIDS Relief (PEPFAR). This position will be based in Kingston, Jamaica. LINKAGES in Jamaica focuses on improving transgender persons, men who have sex with men, and sex workers enrollment and retention in prevention, treatment and care across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission for key populations and extend the lives of those already living with HIV.


LINKAGES will work through a combination of international technical assistance (TA), regional collaboration, local TA, and support for direct service implementation through sub-awards with civil society organizations.


Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply.


Job Summary / Responsibilities:


The Senior Technical Advisor will provide technical and management leadership to the LINKAGES project in Jamaica. The primary responsibility of the Senior Technical Advisor is to ensure successful technical implementation of the work plan to ensure achievement of the project’s targets and goals, and to ensure that the agency of key populations (sex workers, transgender persons, and men who have sex with men) is supported through program implementation. The Technical Advisor will provide technical guidance and oversight related specifically to female sex workers, transgender persons, and men who have sex with men. The position will be based in Kingston, Jamaica. Jamaican nationals and candidates currently based in the region are encouraged to apply. This position is a local hire and limited to the duration of funding.


  • Provides technical and programmatic expertise in HIV prevention, care and treatment activities for men who have sex with men, transgender people, and sex workers, including community-based outreach, peer education, drop-in centers, ICT, referrals systems for HIV and STI services, and supporting access and adherence to care and treatment.

  • Responsible for the implementation and oversight of technical activities in the LINKAGES work plan.

  • Supervise and provide technical guidance and mentorship to the LINKAGES team providing technical assistance and project implementation.

  • Ensures project achieves high quality results in accordance with the targets identified in the Performance Monitoring Plan focusing on the PEPFAR indicators. Ensures program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.

  • Mentors technical staff and facilitates transition of technical leadership to local staff and partners.

  • Oversees production of timely and accurate technical reports to FHI 360 and USAID as required.

  • Coordinates and liaise with a host of partners, as appropriate, including USAID, the Ministry of Health, and local and international stakeholders in Jamaica. Serve as the LINKAGES point person for interactions with USAID/Jamaica, implementing partners, and the Government of Jamaica and MOH.

  • Has a commitment to strengthening the active engagement of key population groups in program design, implementation and evaluation.

  • Monitors work plan activities; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation; ensures appropriate program monitoring and reporting.

  • Provides technical assistance and oversight to the community-based outreach and peer navigation activities in all sites.

  • Lead the development of Scopes of Work, memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with LINKAGES to ensure that activity timeframes and budgets are met and products are reviewed and finalized.

  • Ensures relationship building with various stakeholders including USAID, Ministry of Health, local NGOs and public/private agencies.

Qualifications:


Minimum Qualifications:


  • Masters level degree in Public Health or related field.

  • At least 4 years of demonstrated key population (sex workers, men who have sex with men, and/or transgender persons) technical expertise, with substantial HIV prevention, care, and treatment experience. Strong networking skills and an applied understanding of the NGO environment

  • Excellent oral and written communication skills in English.

  • Previous experience in the Caribbean is required; Jamaica experience is strongly preferred.

Preferred Qualifications:


  • Proven skills in the implementation of HIV prevention, care, and treatment projects for sex workers, men who have sex with men, and transgender people in Jamaica.

  • Proven experience in addressing the needs of specific key populations including female sex workers, transgender people, and men who have sex with men, including those who may be living with HIV

  • Understanding of activities to address HIV-related stigma and discrimination.

  • Experience in the design, implementation, and management of public health/international development programs funded by the United States Government.

  • Proven skills in mentoring, leadership and networking, especially with key population groups.

  • Sensitivity to the cultural, political and social dimensions related to key populations programming in Jamaica.

  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.

  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USAID.

  • Experience in establishing strong working relationships with colleagues from different organizations and cultures.

  • Ability to meet deadlines with strong attention to consistency, detail, and quality.

  • Excellent English oral and written communication.

  • Ability to travel within country or region and internationally if needed.
