Position: Grants and Contracts Officer


Location: Washington, DC with travel to other RI locations


Reports To: Grants and Contracts Manager

Position Summary: RI has a diverse grants portfolio comprised of grants from multilateral and bilateral grantors such as DfID, the EU, the UN system, US Government, and others Institutional Grantors. Under the guidance of the Grants and Contracts Manager, the Grants Officer will review and monitor a portfolio of key grants from a compliance standpoint, specifically ensuring that program teams understand and correctly administer contractual requirements. The position will provide guidance to field teams with regard to grantor reporting, administrative requirements such as amendments, waivers, and other approvals as necessary. The Grants Officer will also oversee the development, review, and management of key contractual documents, track grants during their life cycle, and ensure that RI’s grants portfolio is up to date.

ESSENTIAL RESPONSIBILITIES AND DUTIES:


Development


· Review cost proposals, budget narratives, and budget modifications for accuracy of calculations, for internal consistency, and to ensure all budgeted costs are allowable and in accordance with donor regulations and internal RI requirements


· Facilitate teaming agreements as needed


· Assist with award negotiations as needed and oversee development of new grant agreements (including sub-agreements, MoUs, and other contractual documents) when a new award comes through


Project Administration


· Serve as a liaison between grantor and program team for key grants


· Guide project start-up and enforce project reporting in collaboration with program staff


· Analyze program reports and Budget vs. Actual’s to determine timely program progress, and compliance with laws, standards and guidelines


· Ensure close communication with program teams and facilitate trouble-shooting with regard to grant implementation in coordination with field and regional teams to minimize no-cost extensions


· Facilitate grant modifications as necessary and update appropriate grant files


· Maintain an up-to-date grants database and ensure all project grant documentation is up-to-date and complete (including enforcing appropriate filing requirements for all grant documents)


Project Close-out:


· Review and facilitate final reporting per grantor guidelines for key grants


· Ensure the grant can be closed out in coordination with the finance and procurement departments and record close-out in the RI grants systems


Grants policies and templates:


· Assist in revising key Grants units standard operating procedures as needed


· Facilitate revision of critical grants templates including agreement templates and forms as needed


Training/Technical Assistance


· Identify training needs and help determine appropriate resources in areas such as grantor rules and regulations as necessary


· Be well versed in key grantor guidelines such as European Union, UN system, DfID, and the US government


QUALIFICATIONS & REQUIREMENTS:


This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.


· Experience with USAID, the EU, the UN, and other institutional grantors is required


· Strong computer skills and experience with Microsoft Office applications, especially Word, Excel and Outlook


· Demonstrated experience with grant management strategies in a similar environment


· Demonstrated ability to follow instructions and carefully review work for accuracy


· Excellent organization skills with the ability to prioritize multiple responsibilities and meet deadlines


· Strong representational skills and ability to serve as an effective liaison to donors, NGO partners, and the private sector


· Excellent writing skills


· Experience with budgeting and cost projections


· Ability to act independently to identify and analyze problems and recommend cost-effective solutions


· BA degree in a related field, an MA degree preferred


· Ability to travel overseas, at a short notice, as required by direct supervisor
