Job Summary:


The Health and Social Services Director will provide strategic direction for CRS’ health and social services programs globally. The Director will ensure the provision of technical support to CRS field programs, identify program challenges within health and social services and create solutions to these challenges, lead the agency on strategic growth within these areas, engage with and support HQ needs, serve as internal CRS champion of health and social services related issues, and represent CRS externally with PVOs, partners, donors, universities and research institutions, and other stakeholders. The Director will also be a key part of the PIQA senior management team as well as OverOps leadership, providing support and expertise regarding strategy areas for PIQA and OverOps as a whole.


Specific Job Responsibilities:


Provide strategic leadership and implementation of agency-wide priorities, strategies, and standards for health and social services.


  • Provide leadership, as a part of the PIQA senior management team and OverOps leadership, to maintain and improve CRS industry leadership in health and social services.

  • Manage and lead the agency Health strategy, including budget management and programmatic reporting.

  • Lead the agency in strategic development of social services portfolio.

  • Ensure the application of Integral Human Development and Partnership principles and strategies to health and social services programming.

  • Lead the strategic growth of the agency’s health and social services portfolio.

  • Provide leadership for capacity building of faith based health and social services facilities.

  • Engage with US Catholic health and social service networks to support faith based networks overseas.

Learning and Innovation.


  • Champion effective innovations health and social services and subsequent scale.

  • Ensure the development of tools, manuals and tool kits to strategically advance CRS programming.

  • Ensure the dissemination across the agency and externally of best practices, lessons learned and tool kits.

  • Support the writing and dissemination of publications that highlight best practices and innovations in CRS programs.

  • Contribute to monitoring and evaluation, and serve on evaluation and assessment teams.

Represent CRS within and outside the agency on health and social service issues.


  • Represent CRS to donors, policy makers, and peer organizations.

  • Represent CRS’ health and social services programming internally via presentations and meetings with other CRS divisions and departments.

  • Influence strategically donor reflections on programs and funding.

  • Represent CRS within the framework of Church teachings.

  • Lead health and social services advocacy engagement, including contributing to legislative advocacy and development of Congressional testimony.

  • Provide leadership and guidance on the presentation of CRS program successes and lessons learned to external audiences.

Management of Health and Social Services Unit.


  • Supervise, mentor and support staff in the Health and Social Services Unit.

  • Lead efforts to ensure staff understanding of Church teachings regarding health care.

  • Ensure staff professional development.

  • Manage the development of work plans and budgets.

  • Develop effective relationships with CRS and other field staff.

Other


  • Participates in in-country technical assistance assignments as appropriate.

  • Maintains individual technical portfolio and leadership as appropriate.

  • May travel up to 25% of the time.

  • Performs other duties as assigned.

Qualifications:


  • MD, PhD, preferred, or Masters degree and equivalent experience, in medicine, public health, psychology, social work or related field.

  • 10-15 years minimum of relevant international working experience in a technical and/or management role, preferably with 5+ years developing country field experience in designing and implementing health and social service related programs.

  • Demonstrated ability to lead high performing team.

  • Ability to achieve objectives without direct line authority.

  • Excellent analytical, written and oral communication skills in English; proven ability to design high quality projects and successful grant proposals for external donor funding and have been published.

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.

  • Proven ability to present effectively at conferences, networks, and through publications.

  • Ability to lead others in the development and introduction of new concepts and ideas, development of best practices and lessons learned.

  • Excellent interpersonal, diplomacy, and negotiating skills.

  • Proven ability to work effectively as part of a multidisciplinary and multicultural team, to influence change without direct authority, to work successfully in the field with people at all levels, and to manage conflict and move groups toward completion of an activity.

  • Excellent organizational and planning skills. Self-motivated and able to work effectively under pressure.

  • Cultural sensitivity, patience and flexibility.

  • Ability to represent CRS’ organizational principles, including respect for Catholic Social Teaching.

Language:


Fluency in English (FSI 5). Functional ability in French or Spanish preferred (FSI 3).


Supervisory Responsibilities:**


Supervise a diverse team of technical and project management staff who are located in various offices around the world.

*Internal to CRS:** Program Impact and Quality Assurance (PIQA) health and social service staff and other PIQA Technical Advisors; Deputy Regional Directors for Program Quality (DRD PQs); Operational Excellence (OpEx) Department; Institutional Donor Engagement and Advancement (IDEA) Department; US Operations, especially the Advocacy Department; Charitable Giving and Awareness; field-based Technical Advisors, country program staff.


*External to CRS:** Peer organizations; USG agencies; donors; universities; consultants.


Physical Requirements/Environment:


Normal conditions for an office environment. Requires overseas travel to sometimes difficult and challenging regions/countries.
