Background:


Coordinating Comprehensive Care for Children (4Children) is a five‐year USAID‐funded project implemented by a consortium of organizations led by Catholic Relief Services with partners IntraHealth, Maestral, Pact, Plan and Westat. 4Children is designed to improve health and wellbeing outcomes for orphans and vulnerable children (OVC) affected by HIV and AIDS and other adversities.4Children’s work utilizes global evidence establishing that HIV and other adversities are best prevented and addressed when families and children have access to both high quality health and social welfare services. The project supports systems and structures at country and regional levels to implement evidence-based interventions that protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity for vulnerable children and their families. Catholic Relief Services is seeking qualified candidates for the position of Project Development and Award Management Officer to support the development, planning, implementation, monitoring, and reporting of country buy-ins and global program implementation, including both programmatic and financial aspects. The Project Development and Award Management Officer will take on a range of award-related activities, including: leading development of 4Children mission buy-ins, overseeing development and management of contracts and subgrants, providing budget development and financial reporting for 4Children’s global and country workplans, supporting country program offices in project start-up and management; sharing information across 4Children’s global and country teams; and being a resource for project staff in grant compliance, including internal learning processes that improve 4Children’s project development process. S/he will be an outstanding global health proposal and report writer and editor, with experience working under tight deadlines to create quality deliverables that respond to USAID’s expressed needs. The Program Development and Award Management Officer will have experience explaining complex financial management principles and interventions, and summarizing key strategies and approaches into clear and concise language


Specific Responsibilities:


Project Development


· Serve as overall coordinator for development of mission buys-ins, integrating inputs from 4Children technical and program staff, consortium members and partners into responsive, coherent proposals, budgets, and workplans, ensuring they are responsive to donor requirements, applicable regulations, and CRS’ technical and cost standards.


· Lead development of cost proposals, including budgets, narratives, and subagreements


· Lead and support work plan budget meetings, provide costs based on proposal design inputs and propose recommendations to develop high quality work plan budgets.


· Lead and contribute to 4Children learning by analyzing project development processes and documenting lessons learned


· Develop, disseminate and mentor 4Children staff on use of tools and resources related to improved project development and award management


· Development of costing analyses and tools for in country project development budgeting


· Support the operational and technical set-up and roll-out of in-country teams and projects, in collaboration with other 4Children team members and partners as requested;


Award Management


· Provide financial management support for the implementation, review, and assessment of supported country programs and global core activities


· In collaboration with 4Children team members, oversee development and management of program orders for 4Children partners and consultants


· Prepare, review and analyze financial reports for submission to USAID


· Identify trouble spots in implementation, assess implications for both the country program and donor, and strategize on possible solutions


· Understand and interpret USAID regulations, guidance and work preferences to facilitate program award management, including managing award files to ensure they are current, complete, and easily accessible according to CRS policy and procedures


· Contribute to the development of systems that facilitate improved award management and learning, including maintaining virtual resource and documentation databases such as Gateway, Box and/or other online platforms used by 4Children


Supervisory Responsibilities:


The Program Specialist has no supervisory responsibilities

Required Qualifications and Skills:


· Master’s Degree in Business, Public Health, International Affairs or Development or equivalent experience (5 years)


· At least 6 years of relevant experience, including at least 3 years of new business development and award management in public health, HIV and AIDS, international development and/or relief. Overseas work experience and/or experience with USAID awards preferred. Significant direct experience developing proposals for funding to, and administering grants or contracts from, USG agencies.


· Knowledge of USAID rules and regulations including 2CFR 200, 2CFR 700, Mandatory Standard Provisions and FFATA. Knowledge and use of CRS Cost Application Guidance (CAG) and Technical Application Guidance (TAG) highly desirable


· Strong analytical skills


· Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams


· Demonstrated experience managing people and processes, leading teams to produce deliverables under tight deadlines and at exceptional quality.


· Excellent oral and written communication and negotiation skills, specifically pertaining to proposal development and report writing;


· Fluency in English required.


· Ability to travel domestically and overseas: estimated 25%.


· Understanding of Catholic Church and CRS’ mission and program approach highly desirable.
