PROGRAM OFFICER FOR ASIA
The National Democratic Institute (NDI) seeks to hire a Program Officer to assist the Asia team in Washington DC and support democratic development projects. The portfolio for this position may include a number of countries, including Cambodia. The position is available in January 2015.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Serves as point of contact for NDI’s field team and supports programmatic and operational needs.
· Works with senior staff to monitor program budgets, grants and expenditures; coordinates with field team to ensure that projects stay within budget limits and project expenditures are compliant with donor regulations on cost allowability.
· Drafts board memos, briefing memos, reports and other materials; works with the program team on drafting quarterly reports, work plans and proposals.
· Works with DC and field-based staff to develop program proposals.
· Supports senior staff in monitoring project performance; assists with project assessments and reviews.
· Together with senior staff, meets with funding agency representatives to describe program progress and articulate new funding proposals and concepts.
· Travels to region, as necessary, to support field office operations and activities.
· Recruits and briefs international trainers and field representatives.
· Acts as back-up to team members not present.

REQUIRED EXPERIENCE
· Bachelors degree required, preferably in International Affairs, Public Administration, Nonprofit Management or a related field; Masters degree preferred;
· A minimum of four (4) years of experience in international development, including experience in grants administration/management of projects funded by USAID, U.S. Department of State and/or non-US government donors (foreign government aid agencies and embassies, and/or multilateral institutions);
· Knowledge of U.S. federal regulations and non-US government donor regulations for assistance awards;
· Demonstrated ability to build and maintain professional working relationships with staff at multiple levels;
· Strong writing skills;
· Knowledge of proposal development, budgeting and project management, and monitoring and evaluation processes;
· Demonstrated ability to work both independently and as a member of a team, and handle multiple tasks simultaneously;
· Outstanding written and verbal communication skills, and fluency in English;
· Strong organizational and interpersonal skills; and
· Working knowledge of Microsoft Windows environment, Google applications, email technology and spreadsheets.
