Job Summary:

CAMRIS International is seeking an experienced Senior Program Manager to effectively lead a major, high visibility contract with The National Institutes of Health. This opportunity involves large scale staff augmentation and management to support a variety of functions related to: clinical, healthcare, scientific, engineering and information technology.

· Plan, organize, supervise and coordinate all contract related activities and overall program operations.

· Responsible for staffing, financial management, subcontractor management and the day-to-day oversight of a distributed workforce to assure that all and contract deliverables are met on time at or below the anticipated cost.

· Serve as the primary point of contact with contracting personnel and end customers.

· Operate with full authority on all contract matters

· Responsible for one to multiple programs / projects for execution and oversight

· Oversee management and support of daily operations related to staff augmentation

· Interface with the NIH contract and management personnel, subcontractors, and customer representatives

· Formulate and enforce work standards, assignments, schedules, and reviews of contract deliverables

· Disseminate policies, procedures, and goals to subordinates and subcontractors

· Coordinate with company internal staff for functional support to programs and personnel

· Maintain and assure the integrity of cost data contract remains on time and within budget

· Work with program personnel to build a cohesive, fast-reacting, flexible program team

· Provide mentorship to others and serve as an example of leadership for commitment to program and customer

· Requires periodic travels to sites to check quality and compliancy of services and conduct customer interface.

Required Qualifications:

· US citizenship is required

· Bachelor’s degree in related business or technical field

· Minimum 10 years of experience managing major task orders under an IDIQ.

· Minimum of 15 years overall experience as a Program Manager

· 5 years’ experience leading large scale staff augmentation contracts

· Demonstrated understanding of Federal Acquisition Regulations (FAR) and agency specific regulations, including the Defense Federal Acquisition Regulations (DFAR).

· Experience managing programs with employees in multiple locations nationwide and overseas

· Demonstrated experience implementing Quality Control Plans that align to Government Quality Assurance Surveillance Plans and Performance Measures

· Demonstrated experience managing transition activities for contracts or related work

· Strong working knowledge of program management methodologies

· Ability and desire to maintain and expand client relationships through the delivery of high quality work

· Ability to multitask and work effectively, independently and in teams, ensuring timely completion of assignments and meeting established quality standards.

· Excellent interpersonal and diplomatic skills, including the ability to interact in a professional manner with senior government managers and teammates during periods of high stress and tight deadlines.

· Excellent written and oral communications skills

· Ability to design, develop and deliver high-quality program results in a highly collaborative environment.

Preferred Qualifications:

· Prior experience managing high-level personnel service contracts

· Must possess extensive knowledge and experience working with/for Health & Human Services (HHS) or National Institutes of Health.

· Possess a current Project Management Professional (PMP) certification

· Experience serving on staff augmentation contracts with federal agencies

Position Type/Expected Hours of Work: This is a full-time position, and regular hours of work and days are Monday through Friday, 9 a.m. to 6 p.m.; however, this position can regularly require long hours and frequent weekend work.

Travel: 10-15 percent of local travel is expected.
