POSITION TITLE: Director, ICT Corporate Services

LOCATION: Arlington, Virginia


Position Summary:


The Director, ICT Corporate Services collaborates with the CIO and the other ICT directors in order to provide ICT services to Winrock worldwide. The Director, ICT Corporate Services is primarily responsible for global ICT vendor management, global ICT contract negotiation and management, large project management, and enterprise grade application support.


Essential Responsibilities:



  • Global ICT Vendor Management




  • In collaboration with Winrock’s Procurement Department and Line of Business representatives, leads ICT vendor management activities, including but limited to providing technology criteria for ICT vendor selection, resolving ICT vendor issues, ensuring ICT vendors perform against agreed to service level agreements and related key performance indicators, and leading remediation efforts in the event of substandard performance.




  • In collaboration with other colleagues, contributes to Vendor risk assessments, ensuring ICT criteria for vendor risk assessments are taken into account, and implementing appropriate risk mitigation strategies for major vendors.




  • Leads the efforts to maintain Winrock’s vendor management framework by ensuring all related vendor management policies are kept up to date, and service level agreement and key performance indicator actual results are continuously assessed and all appropriate dashboards are updated, to name a few items related to vendor management framework maintenance.




  • Global ICT Contract Negotiation and Management




  • In collaboration with Winrock’s Procurement Department and Line of Business representatives, leads ICT contract negotiations for software and hardware purchases ensuring all such purchases meet Winrock’s requirements.




  • Large Project Management




  • Lead the management of large ICT projects ensuring all assigned projects are managed in accordance with Winrock’s best practices, including monitoring budgets and benefit delivery in accordance with approved scope.




  • Enterprise Grade Application Support




  • Inspires a team of application support engineers, comprised of internal employees and outsourced engineers in geographically dispersed locations, so the team is engaged and eager to collaborate with the rest of ICT in order to deliver an outstanding level of customer service.




  • Delivers superior customer service by leading all aspects of application support services, ensuring appropriate service levels and key performance indicator are achieved.




  • With collaboration with the Director, ICT Infrastructure Services & Chief Architect, maintains Winrock’s technical architecture blueprint by ensuring Winrock’s application strategy is kept in synch with Winrock’s infrastructure strategy.



Other Responsibilities:



  • ICT Asset Management – ensures all ICT assets are appropriately logged and accounted for, including hardware and software licenses.




  • ICT Budget – participate in the ICT budget process and partner with Finance to ensure actual ICT spend is in line with budgeted targets.

Qualifications and Background:**


Education:


  • Master’s degree in computer science or related field required.

Experience:



  • At least 15 years providing ICT services at firms with multinational presence and greater than 2,000 employees.




  • 15 years IT vendor management experience – domestic and international.




  • 15 years’ experience managing outsourcing agreements.




  • 10 years’ experience managing global ICT contracts in excess of $2 million.




  • 10 years of global software license management, including vendors such as Microsoft, Cisco and other major ICT vendors.




  • 5 years global ICT workforce management.

  • Strong collaboration skills, must be a team player.




  • Must not require sponsorship to work in the US.




  • Ability to travel to international locations in developing countries.



Financial & OTHER JOB Parameters:**


Proven ability to manage budgets in excess of $2 million.


Experience with a variety of technologies and ICT processes and best practices, as well as the ability and eagerness to stay up to date with industry developments is a must for the role.


This position will often be the senior most position at the assigned location, therefore, this position is expected to represent the CIO and Winrock’s and the department’s best interests at their assigned location. This means being the first level of escalation for issues that often will be outside of the position’s primary focus areas. This position is expected to manage these issues appropriately until they can be owned and managed by the correct team. This role will also provide administrative oversight for the rest of the ICT team located at the assigned location.
