Description:


In June 2014, the U.S. Agency for International Development awarded FHI 360 the Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project (LINKAGES), a five-year cooperative agreement. FHI 360 and its core partners —IntraHealth International, Pact and the University of North Carolina at Chapel Hill — will conduct a range of activities to reduce HIV transmission among key populations: sex workers, men who have sex with men, transgender persons and people who inject drugs.


Under LINKAGES, an FHI 360-led team will accelerate the ability of governments, organizations working with key populations at risk of HIV, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.


The project will identify target populations and assess their risk of HIV and access to services; help countries use and scale up evidence-based approaches to service provision; help key populations mobilize and advocate for changes in laws and the conduct of police, health care workers and policymakers; and work with governments to make programs sustainable for the long term.


LINKAGES has established a global acceleration initiative that leverages existing partnerships in order to accelerate and strengthen delivery of a comprehensive package of health services for key populations at scale. Under this initiative, acceleration means simultaneously delivering speed, scale (within and across countries), and standards (a common minimum program). In order to rapidly scale up key population programming at the site level in LINKAGES buy-in countries, LINKAGES established “program acceleration teams” to diminish bottlenecks and provide frequent and rapid technical assistance (TA) to country-level programs across the cascade to reach 90/90/90 for key populations. These program acceleration teams include technical experts from LINKAGES resource partners, such as University of Manitoba (UoM) and the World Health Organization (WHO), as well as expert consultants and TA providers.

Job Summary / Responsibilities:


The Senior Technical Advisor-Clinical Acceleration will provide technical assistance, monitoring and capacity building on LINKAGES in the area of clinical service delivery for key populations. The Senior Technical Advisor-Clinical Acceleration will be responsible for leading and coordinating the clinical acceleration effort, which includes facilitating regional clinical acceleration workshops for country teams, recruiting and supporting and coordinating a team of expert clinicians with significant key population experience, participation in technical thought leadership, communication and relationship management with key partners/stakeholders, and facilitation of global knowledge sharing on key aspects of clinical services provision for key populations.


Responsibilities:


  • Provide technical assistance and capacity building on HIV care, treatment and support for/by key populations by ensuring innovative, evidence-based programming.

  • Design and facilitate regional clinical acceleration workshops for LINKGES country teams.


  • Develop strategies to:




  • Increase links to care and treatment adherence, including anticipating test and start, case finding, addressing loss to follow-up and offering additional models of service delivery appropriate for key populations




  • Optimize outcomes by coordinating outreach and clinical work




  • Introduce new services for key populations (such as PrEP, periodic presumptive treatment of STIs), including assisting ministries of health with guidelines revisions, adapting protocols, and training staff




  • Reduce stigma against key populations among health care workers and improve the clinical competency of health care workers caring for key populations



  • Improve site level clinical monitoring and data use so teams on the ground can identify and address bottlenecks in real time.

  • Develop and roll out standardized clinical monitoring and supportive supervision tools that clearly outline quality standards for each of the LINKAGES clinical areas.

  • Develop scopes of work, project deliverables and monitoring and evaluation indicators and targets for clinical acceleration consultants/experts.

  • Manage clinical acceleration effort, including coordinating the clinical acceleration team and ensuring appropriate coordination and integration with non-clinical aspects of LINKAGES programming/acceleration.

  • Develop approaches to address the positive health dignity and prevention of key populations living with HIV

  • Support the LINKAGES leadership team to ensure collaboration and coordination with country governments, Office of the Global AIDS Coordinator, PEPFAR Implementing Agencies, The Global Fund to Fight AIDS, TB and Malaria and other partners by regularly meeting and consulting with all relevant agencies to share information and to stimulate joint design, evaluation and implementation of interventions.

  • Remain informed on current state-of-the-art programs in the HIV/AIDS care and treatment field with focus on key populations, through the review of literature and articles, and maintains links with other international bodies which specialize in key population focused HIV treatment and care.

  • Represent FHI 360 and the project in professional and public settings, and makes presentations at professional meetings and conferences.

  • Ensure that LINKAGES best practices and innovations are widely shared across all LINKAGES project sites and with other key stakeholders and incorporate/adapted into projects as relevant.

  • Develop other clinical guidance, tools and materials related to key population programming as needed.

Qualifications:


  • Medical degree

  • Master’s degree or advanced degree in public health or related field desired.

  • At least 5 years of experience providing direct clinical care in international settings.

  • At least 10 years specialized experience (in Africa, Asia and Latin America and Caribbean preferred) in providing technical assistance and capacity building in HIV prevention, care and treatment programs directly working with one or more of the key populations (sex workers, men who have sex with men, transgender persons and people who inject drugs).

  • At least 2 years of mentoring/coaching/supportive supervision experience.

  • Experience in designing and implementing key population focused HIV/AIDS prevention, care and treatment projects, including ART in developing countries (Asia, Africa and Latin America and Caribbean preferred).

  • Experience with U.S. government contractual requirements and experience working in an international NGO/PVO environment desirable.

  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

  • Must be able to read, write and speak fluent English. French/Portuguese language skills desired.

  • Familiarity with the global guidance, scientific literature and evidence based HIV programming focused on key populations.

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection, especially as they pertain to key populations.

  • Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs.

  • Ability to work well with others and to develop and maintain compatibility among project partners, staff, subcontractors, consultants, and recipients of assistance.

  • Ability to excel in a fast paced environment.

  • Knowledge of PEPFAR programming and reporting preferred.
