Purpose of the Position


The programme officer will be seconded to the rapid response team in the Programme Section of the Central Emergency Response Fund Secretariat (CERF) situated in the Office for the Coordination of Humanitarian Affairs (OCHA) to undertake the review and processing of incoming applications and to support the overall work of the section.


The Humanitarian Affairs Programme officer will work with the Programme Section in the CERF secretariat to assess incoming applications, ensuring grant applications are reviewed in a timely and consistent manner. The officer will also prepare reports and other documents, review and comment on documents, contribute to communication materials as needed, and support the overall work of the Programme Section.


Key Accountabilities and Duties & Tasks
-Ensures timely and complete processing of CERF applications for the Rapid Response Window, and during peak times, the Underfunded Emergencies Windows, for humanitarian, disaster, emergency relief and related issues and in various follow-up activities and policy. .
-Liaises with OCHA’s Coordination and Response Division and, if necessary, other branches/units within OCHA as well as UN Agencies, Funds and Programmes, and IOM headquarters representatives to ensure that CERF applications are evaluated and responded to in a consistent manner, maintaining high standards of transparency, accountability and timeliness in the use of the CERF.
-Develops and maintains reference/resource information on specific topics or policy-related issues related to project processing; responds to various inquiries and information requests internally and externally.
-Serves as focal point on programmatic guidance materials, in particular, but not exclusively regarding health and nutrition programming: tracking the review and/or development of guidance materials, ensuring new and/or updated guidance is posted on CERF website and other methods of communications.
-Undertakes the CERF Training of Trainers exercise in order to prepare and facilitate CERF Training Workshops targeting decision-makers (Resident Coordinators/Humanitarian Coordinators and Humanitarian Country Team members), process facilitators (cluster/sector leads, OCHA and Resident Coordinators Office staff) in the field and UN agency, IOM and OCHA headquarters representatives.
-Internal/External Relations: Both through written material by contributing to reports, newsletters, website, etc. and participation in internal coordination meetings within the CERF secretariat and OCHA and externally through meetings/calls/emails with agencies, donors, etc.
-Maintain awareness of current humanitarian affairs and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned.
-Undertake policy and research responsibilities as required.
-Performs other duties as required.


Qualifications of Successful Candidate
-Advanced university degree (Master’s degree or equivalent) in Public Health, international relations, international affairs or development, business or public administration. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
-At least five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management related to technical programme areas including management experience.. Adequate field experience is a requirement.
Technical expertise in Health and Nutrition programming in humanitarian/emergency setting is an asset.
-Fluency in written and spoken English and French is essential. Knowledge of another official UN language is an asset.
