About the Position:


IFES seeks an experienced and motivated individual for the Deputy Director of Finance position. This position is DC-based and may entail periodic travel to IFES’ field offices across the globe. This position reports to the Director of Finance and is located in the Finance Office of IFES. The Deputy Director of Finance will work closely with other members of the Finance, Program and Administrative support teams in the conduct of day-to-day activities. General Accounting and Disbursements teams are direct reports.


Responsibilities:


  • Supports the Director of Finance with accounting, annual budget preparation, cash-flow projections, analysis of budget and financial trends and financial reporting.

  • Accounting functions include A/R, A/P, project accounting, cash management and general ledger functions.

  • Maintain the financial records of IFES using generally accepted accounting principles and practices.

  • Prepare and review monthly financial statements and ensure their accuracy and timeliness.

  • Perform financial analyses as requested by the Director of Finance.

  • Assist with continued development and refinement of internal and field office accounting policies and procedures.

  • Assists with staff development and training in accounting processes and Deltek Costpoint use throughout the finance team.

  • Develop and provide supporting schedules and accounting data for the annual A-133 audit.

  • Assist in resolving accounting and financial problems and/or issues.

  • Understanding of project accounting and support when needed.

  • Interpret IFES and donor policies and procedures for IFES staff within and external to finance.

  • Assumes Director of Finance responsibilities in their absence.

  • Perform additional duties as requested by the Director of Finance

Qualifications:


  • Strong, hands-on working knowledge of DELTEK Costpoint required.

  • Bachelors’ degree in Business, Accounting or Finance.

  • CPA/MBA preferred but not required.

  • A minimum of eight years experience with demonstrated leadership experience in a financial capacity.

  • 8+ years experience with US Government contracts.

  • Experience with federal government grants highly desirable.

  • Experience working with non-US government donors a plus.

  • Demonstrated ability and past performance in effectively managing staff and their development.

  • Knowledge of USAID regulations a plus.

  • Experience with OMB A-110, A-122 and A-133 circulars preferred.

  • Experience with international field offices highly desirable.

  • Comprehensive financial process knowledge and analytical experience.

  • Significant experience with automated business & financial systems, spreadsheets, word processing, and database software.
