M&E Officer


The National Democratic Institute for International Affairs (NDI) seeks an M&E Officer to support its Monitoring, Evaluation & Learning team. The M&E Officer will work as part of a small, DC-based program support unit for NDI worldwide. Under the guidance of the M&E Director, the M&E Officer will support regional and field staff in using M&E tools and processes for program design, start-up and management.
Primary Responsibilities:


  • Supporting regional staff in the design of complex democracy assistance programs using the logical framework approach (LFA);

  • Establishing performance monitoring systems in the field;

  • Building staff capacity to collect, utilize and report on data from the field;

  • Guiding regional staff in the development of key M&E documents (logical frameworks, performance monitoring plans, M&E narratives, etc.) for compliance with donor requirements;

  • Guiding regional staff in responding to data quality assessment (DQA) findings and recommendations;

  • Training regional staff in performance monitoring and reporting; and

  • Supporting quantitative analysis and visualization of data.

Education and/or Experience:


  • Bachelor’s degree in International Relations or related subject; graduate degree preferred;

  • A minimum of four (4) years relevant work experience in international development programs, community organizing, political campaigns, organizational development or legislative affairs;

  • Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;

  • Familiarity with donor M&E requirements, including USAID;

  • Experience designing sound M&E strategies as part of the proposal development process for the promotion of democracy, social justice, conflict mitigation, gender equity and/or the inclusion of marginalized groups;

  • Experience in developing and operationalizing SMART indicators for challenging contexts;

  • Experience with program performance monitoring and reporting processes;

  • Experience setting-up and maintaining M&E systems and databases in the field;

  • Experience using mobile technologies for data collection;

  • Experience in quantitative data analysis and visualization;

  • Experience in training program staff in performance monitoring and reporting; and

  • Living or working experience outside the U.S. preferred;

Required Skills:


  • Demonstrated knowledge and/or competency in one or more areas of NDI"s functional programs and familiarity of the political environment in at least one of NDI’s regional areas;

  • Ability to analyze political work, define problems, collect and verify data, draw evidence-based conclusions, and the ability to think innovatively;

  • Demonstrated ability in establishing performance monitoring systems;

  • Excellent quantitative analysis and data visualization skills;

  • Demonstrated analytical abilities in descriptive and/or inferential statistics;

  • Demonstrated ability to develop and/or utilize databases;

  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers;

  • Excellent oral communications skills to effectively present information, respond to questions;

  • Exceptional writing skills to effectively create clear and concise reports, strategies and/or guidelines;

  • Foreign language ability applicable to one of the regions where NDI works, French, Arabic and/or Spanish preferred;

  • Skills using SPSS, SAS, STATA or other statistical software;

  • Working knowledge of PC-based word processing and spreadsheet applications;

  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired;

  • Working knowledge of basic budget and accounting procedures; and

  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach.
