Program Assistant for Election and Political Processes


The National Democratic Institute for International Affairs (NDI) seeks a Program Assistant to work with NDI’s regional teams, country teams, local partners and international partners to advance electoral integrity, promote accountability and encourage citizen engagement in electoral processes. The Program Assistant would work with fellow members of NDI"s Election and Political Processes Team to support election observation programs and support international initiatives that promote democratic elections and standards for election observation, including the Global Network of Domestic Election Monitors (GNDEM) and Open Election Data Initiative (OEDI). This position is based in Washington, DC and would require occasional travel.
Applicants must have current authorization to work in the United States without requiring employer sponsorship in order to be eligible for this position.


ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Under the direction of the Director of Electoral Programs and supervision of the Senior Program Manager, assist the team in developing program concepts, facilitating strategic discussions and review and contributing to program proposals and budgets for electoral programming across the Institute.

  • Support the development of technical documents, handbooks and tools related to specific election observation approaches and methodologies.

  • Track global best practices in electoral integrity and update team resource repository.

  • Track political developments related to assigned programs and inform NDI colleagues and partners of related developments and their potential program impact.

  • Assist in the maintenance and development of NDI’s online platform for GNDEM, including communications and outreach to network members through social media and regular newsletters.

  • Draft quarterly and semiannual reports on team grants.

  • Track grant and project budgets and expenditures.

  • Provide logistical support to international workshops, events and conferences.

  • Ensure respect of Institute-wide accounting, procurement, security and other relevant or donor-specific regulations in program management.

  • Maintain collaborative relationships and regular communication with NDI staff, local partners, consultants, donors and peer organizations

  • Represent NDI at local and international meetings and conferences and assist in NDI outreach.

  • With other team members, orient new NDI staff to the work and resources of the team.

  • Assist with recruiting, training and supervising the work of interns/project assistants on the Election and Political Processes Team.

  • Maintain database of NDI election programs and current/potential trainers.

  • Contribute assistance to NDI recruiting for short and long term positions related to electoral programming.

EDUCATION AND EXPERIENCE


  • Bachelor’s degree, preferably in International Relations, Political Science or a related field; graduate degree preferred.

  • Demonstrated coursework and/or internships in international development, community organizing, political campaigning, organizational development, legislative affairs or related subject.

  • Experience living/working/traveling overseas preferred.

REQUIRED SKILLS AND ABILITIES


  • Demonstrated involvement, interest and/or study in elections, political campaigns and/or citizen participation in the electoral process.

  • Demonstrated interest in and knowledge of international issues related to democratic reform.

  • Exceptional verbal and written communication skills; experience as a trainer is a plus.

  • Good interpersonal skills to effectively interact with all levels of staff, U.S. and foreign government personnel and NGO community.

  • Capacity to work both independently and as a member of a team.

  • Ability to define problems, collect data, establish facts and draw valid conclusions.

  • Excellent organizational and administrative abilities.

  • Strong attention to detail.

  • Ability to prioritize, meet deadlines and work with others to accomplish time-sensitive tasks.

  • Working knowledge of Microsoft Office Programs.

  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.

  • Working knowledge of basic budget and accounting procedures.

  • Ability and willingness to travel internationally.

  • Fluency in oral and written English; additional language skills are a plus.

  • Understanding of basic principles of statistics and data analysis.

  • Understanding of application of information communication technologies for NDI programming.
