United States of America: Business Development Manager


The National Cooperative Business Association CLUSA International (NCBA CLUSA) is the trade association for cooperative businesses in the United States and an international development organization. NCBA CLUSA provides cross-sector education, technical assistance, and advocacy that helps co-ops thrive. For nearly 100 years, NCBA CLUSA has sought to advance and protect cooperative enterprises, highlighting the impact that cooperatives have in bettering the lives of individuals and families. In the last 60 years, NCBA CLUSA has worked in over 100 countries in the areas of food security, agricultural development, strengthening of communities and farmer organizations, community-based health, natural resources management, and empowerment of smallholder farmers, women, and youth. We currently work in 15 countries in Africa, Latin America, and Asia.


NCBA CLUSA is currently seeking a qualified candidate for the positon of Business Development Manager to support NCBA CLUSA’s Business Development Team, based in Washington D.C. The Business Development is responsible for the overall management of proposal preparation and development and supporting various aspects of international new business.


ESSENTIAL AREAS OF RESPONSIBILITY:


Bid Preparation (75%)


· Manages the preparation of proposals.


· Manages the proposal development process: distributes checklists and calendars, monitors web-sites for amendments to the initial solicitation, monitors compliance with the calendar.


· Communicates with external partners to ensure that the various contents of proposals are delivered in a timely and professional manner.


· Prepares other documents in response to specific requests from USAID, potential partner organizations and others.


· Manages the development of staff matrixes and plans, corporate qualifications and preparation of other non-technical sections of proposals.


· Serve as Final Copy Editor; review final proposals for quality and consistency including the technical approach, management and staffing, past performance, branding and marking, organizational chart and other sections as required;


· Review of the cost narrative and draft work plans to ensure alignment;


New Business Development (25%)


· Become knowledgeable of NCBA’s international activities by maintaining up-to-date knowledge of all projects. Participate in relevant Project Manager Meetings.


· Track or of new business opportunities.


· Assist with the organization of regular new business meetings.


· Research, identify and recommend potential new business opportunities.


· Research, identify and recommend partner organizations for bids.


· Attend bidders’ conferences, prepare and distribute reports to international staff with recommendations for appropriate action.


· Maintain working relationships with development organizations.


· Perform other duties as assigned.


SUCCESSFUL CANDIDATES WILL HAVE THE FOLLOWING QUALIFICATIONS:


· Bachelor’s degree required (Master’s degree preferred) in a relevant area and a minimum of 5 years of international development experience with minimal of 3 years of direct experience in the proposal development process; Experience working on proposals for USAID programs required;


· Two years of supervisory experience;


· Knowledge of USAID procurement process and cycle and key USAID initiatives (such as Feed The Future required) required;


· Proven track record in coordinating winning technical proposals for USAID and other donor agencies;


· Familiarity in one of NCBA CLUSA core sectors: food security and agriculture, democracy and governance, natural resource management, cooperative development, integrated women and gender initiatives, and community-based health;


· Strong research, analytical, planning, coordination, and time management skills;


· Excellent interpersonal skills with demonstrated ability to manage proposal processes and team relationships to ensure effective collaboration by various contributors to the process, including contributors from multiple offices/units and at all levels of the organization. Demonstrated ability to handle the high stress environment of business development with diplomacy;


· Demonstrated good judgment and ability to prioritize multiple tasks simultaneously and work proactively;


· Excellent editing and writing skills with fluency in English required; additional skills in French, Spanish and/or Portuguese is highly desirable;


· Ability to work under pressure and to tight deadlines in a highly effective and collegial manner;


· Ability to synthesize information from various sources into a compelling proposal;


· Proficient in Microsoft Office Suite (Word, Excel, Project, Outlook, PowerPoint);


· Ability to travel internationally up to 10%.
