United States of America: PROGRAM MANAGER LEARNING TOURS


CARE USA is looking for a Learning Tours Program Manager who will support efforts to cultivate policymakers in the US and Europe for improved policies and increased funding through CARE-sponsored travel to Africa, Asia and/or Latin America and follow-up education and advocacy.


In order to develop champions for humanitarian and development policies, the project’s two main strategies are to: 1) organize learning tours for policymakers and other influential individuals to developing countries and meet local leaders, so decision makers can gain personal experience of the problems and solutions; and 2) conduct follow-up advocacy to maximize impacts on government policies and funding levels.


The Project Manager will contribute to the Learning Tours operation, including tour preparation, site selection, in-country activities, relationships with partner NGOs and agencies, relationships with CARE Country Directors and country office staff, follow-up advocacy with tour participants, coordination with the CARE International members, and the full range of tour communications. In this role the Program Manager will coordinate between partner organizations and across many divisions, departments, regional management units and country offices within CARE International.


Responsibilities



  • Lead tour planning processes CARE International members including setting objectives; timeline; country selection; site selection; invitation strategy; domestic and in-country partner outreach; media preparation and strategy; and advance planning




  • Represent Learning Tours team internally and externally to build stakeholders for a successful tour




  • Conduct advance trips with media personnel, photographer and videographer to develop communication assets for Learning Tour Program and Policy and Advocacy department; manage delegation’s needs and logistical matters on the tour; and coordinate as necessary with Learning Tour team to ensure trip success




  • Serve as point person to lead or support where necessary on follow-up activities. In collaboration with CARE International colleagues, compile compelling communications materials and follow-up advocacy activities. Work closely with EU Representative and CARE member colleagues and partner organizations as well as visit participants to develop robust post-trip strategy




  • Represent Learning Tours on her/his assigned inter-disciplinary issue team with colleagues from across the Advocacy unit. She/he will contribute to a strategy around that issue, with a specific focus on engaging Learning Tour alumni, and will engage the rest of the team in implementing it




  • Budget Management: Support Director and manage the budget of the Gates Foundation grant, the principal funder of the project, reporting into CARE USA. Work with CI Secretariat Finance unit to ensure expenditure is appropriately captured and monitored


    Qualifications




  • Bachelor’s degree in political science, international affairs, international development or a related field




  • The Project Manager must have a background in both advocacy and humanitarian development and/or developing countries




  • Experience managing projects in a complex, international organization




  • Knowledge of policy issues related to international organizations a plus




  • Experience with political and/or social change advocacy campaigns




  • Experience doing advance work for political campaigns desired




  • Experience planning and managing Congressional delegation travel and/or other VIP travel overseas




  • Experience with and knowledge of how USG policy is made and implemented




  • General familiarity with U.S. tax laws and lobbying regulations related to nonprofit organizations desired




  • Experience developing and managing partnerships and alliances




  • Ability to work independently and make decisions without direct line management authority




  • Advanced planning and implementation skills; and




  • Advanced written and oral communication skills
