Chemonics seeks a manager to support our monitoring, evaluation, and learning (MEL) practice. The manager will lead the roll out of DevResults software and support its use, contribute to monitoring, evaluation, and learning in projects and proposal sections, build capacity in home and field offices, and participate in external engagement. Responsibilities include:


  • Lead the roll out, management, and ongoing support of Chemonics’ monitoring and evaluation software (DevResults), develop policies and procedures, and manuals, guides, and training modules

  • Assist the MEL team in ensuring clear data entry into ChemResults by project field staff, work with the IT division to address software-user feedback, provide training for Chemonics’ staff and subcontractor/grantee organizations on proper data entry and software use

  • Work closely with the IT division to coordinate software set up, implementation, and improvement

  • Advise proposal teams, project management units, and field offices on developing and implementing MEL plans

  • Support projects preparing for evaluations, organize internal trainings, and participate in relevant external industry events

  • Create, update, and deliver training curricula for home and field office staff and local organizations on key concepts and new trends in monitoring, evaluating, and learning

  • Contribute to efforts to improve measurement of project results

  • Develop and promote linkages to enable projects and staff to learn from one another, discuss common challenges, seek/offer assistance, and share best practices

  • Prepare regular reports on practice work

  • Identify, create, and update MEL tools and resources for project and proposal teams

  • Manage MEL files and resources on the internal and external communications portalsQualifications include:

  • Bachelor"s degree required, Master"s degree preferred​

  • Three years experience in MEL design and assessment, strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis, and database management/development required

  • Experience with DevResults or other monitoring and evaluation software required

  • Three years experience supporting international development projects preferred

  • Strong knowledge of Microsoft Office and data analysis software (e.g., STATA, SPSS, R, etc.) preferable

  • Knowledge of USAID regulations required

  • Knowledge of current MEL, organizational learning, and impact assessment trends and resources

  • Experience in playing pivotal roles on teams, undertaking complex technical and proposal development assignments, and managing special projects

  • Experience living or working in developing countries required

  • Willing to travel and work abroad

  • Demonstrated leadership, versatility, and integrity

  • Proficiency in a foreign language a plus​
