JOB SUMMARY:


Under the direction of the Director for Knowledge Management, the Technical Advisor is responsible for providing high-level Monitoring and Evaluation (M&E) technical assistance to global and country programs and projects, and for building the quality and capacity of our M&E systems and activities. A critical role of this position will be to train EngenderHealth M&E staff regarding the use of a program Theory of Change (ToC) / conceptual framework and M&E systems, including how to assess the continuing validity of the ToC or conceptual framework and determine whether and to what extent it must be revised. The M&E TA will also play a leadership role in establishing standards and processes for M&E, including Data Driven Management, use of electronic data capture and management systems, and coordination of knowledge management activities with M&E. The Technical Advisor will service as a thought leader for organizational M&E priorities.


RESPONSIBILITIES:



  • Lead initiatives to strengthen organizational M&E, including the improvement of organizational metrics and program M&E systems, the use of electronic data capture and management systems, and in data quality assessments.




  • Provide technical assistance and capacity building in M&E to field programs and global initiatives, to ensure strong, effective and responsive M&E systems




  • Lead a community of practice in ME&R, in collaboration with the Technical Advisor for Research and Learning, and facilitate cross-sharing and learning among senior M&E staff, globally




  • Contribute significantly to the design and development of project M&E plans, development of key performance indicators (output, outcome and impact) and institutionalization of processes and systems for data quality assurance




  • Design and lead implementation of high quality research and evaluation studies and support EngenderHealth staff in the same




  • Lead development and publication of journal articles and support EngenderHealth staff in the same




  • Design and lead implementation of dissemination activities for findings of research and evaluation studies and support EngenderHealth staff in the same




  • Support EngenderHealth staff in the design of research and evaluation methodologies and in data analysis and synthesis




  • Liaise and collaborate with global technical staff to support, facilitate and strengthen timely utilization of programmatic evidence for organizational learning and global thought leadership in sexual and reproductive health




  • Write high quality study reports and other knowledge management products




  • Conduct ethical and technical reviews of study proposals and tools as part of a cross-organizational committee




  • Support to proposal development




  • Other duties as assigned



EDUCATION, EXPERIENCE & CERTIFICATIONS:



  • Graduate degree in public health or related field; PhD preferred




  • 8-10 years’ experience with reproductive health/family planning and international development issues; 3-5 with PhD




  • Significant experience in designing and implementing M&E systems and conducting data quality assessments




  • Demonstrated experience providing technical and programmatic guidance in monitoring and evaluation




  • Experience in research and evaluation in reproductive health



KNOWLEDGE, SKILLS AND ABILITIES:



  • Excellent computer skills, with particular knowledge of statistical applications (e.g. SPSS, Stata, EpiInfo); experience working with qualitative software packages desirable; experience working with DHIS2 and other online data management systems a plus




  • Strong analytical skills; ability to design, lead and assist others to conduct secondary analysis of DHS and other data sets




  • Strong writing skills with ability to synthesize large amounts of information into succinct, readable reports




  • Exceptional interpersonal and teamwork skills




  • Excellent organizational skills




  • English required; French fluency strongly preferred




  • Willingness to travel extensively internationally (up to 30% time)
