Chemonics seeks a finance and operations director for the anticipated five-year, $145-million USAID Human Resources for Health 2030 (HRH2030) Project, expected to be awarded and operational by October 2015. The project aims to improve the accessibility, availability, acceptability, quality, and productivity of the health workforce in Africa, Asia, and Latin America and the Caribbean. The project will support the growth and development of the "sufficient, fit-for-purpose and fit-to-practice" health workforce for improving health outcomes and advancing countries toward universal health coverage through global leadership and the introduction, scale-up, and sustainability of innovative HRH interventions. It will assist in increasing the number, skill mix, and competency of the health workforce, strengthening leadership and governance capacity, and building sustainability of investment in the health workforce. Country-level activities will contribute to achieving the U.S. government"s commitments including Ending Preventable Child and Maternal Deaths, AIDS-Free Generation as part of the President"s Emergency Plan for AIDS Relief, Protecting Communities from Infectious Diseases, and Family Planning 2020. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The finance and operations director will be based in Washington, D.C.​


Responsibilities include:


  • ​Provide financial oversight to the project, tracking core and field obligations from multiple funding accounts in close coordination with the USAID management team in Washington, D.C., and the field

  • Serve as a central point for coordination and communication within the project and with USAID

  • Develop project budgeting guidelines and develop/update other financial management procedures

  • Oversee finance teams, including teams located in field offices

  • Ensure all financial-related work is compliant with USAID rules and regulations

  • Coordinate and direct administrative support to effectively and efficiently implement activities

  • Serve as a central point for coordination and communication within the project and with USAID​Qualifications:

  • Advanced degree in health, finance, or management-related discipline

  • Minimum five years of experience managing large, complex U.S. government health projects in/for developing countries, including financial management

  • Knowledge of U.S. government policies, processes, and procedures related to finances and administrative management

  • Knowledge of U.S. government financial and assistance guidelines, including budget reporting and compliance regulations on financial aspects of cooperative agreements

  • Demonstrated ability to lead and manage multiple teams to ensure financial and administrative accountability and accuracy

  • Demonstrated leadership, versatility, and integrity

  • Demonstrated ability to create efficiencies and lead operational transformation in large complex, global, public health programs
