Chemonics seeks a project director for the anticipated five-year, $145-million USAID Human Resources for Health 2030 (HRH2030) Project, expected to be awarded and operational by October 2015. The project aims to improve the accessibility, availability, acceptability, quality, and productivity of the health workforce in Africa, Asia, and Latin America and the Caribbean. The project will support the growth and development of the "sufficient, fit-for-purpose and fit-to-practice" health workforce for improving health outcomes and advancing countries toward universal health coverage through global leadership and the introduction, scale-up, and sustainability of innovative HRH interventions. It will assist in increasing the number, skill mix, and competency of the health workforce, strengthening leadership and governance capacity, and building sustainability of investment in the health workforce. Country-level activities will contribute to achieving the U.S. government"s commitments including Ending Preventable Child and Maternal Deaths, AIDS-Free Generation as part of the President"s Emergency Plan for AIDS Relief, Protecting Communities from Infectious Diseases, and Family Planning 2020. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The project director will be based in Washington, D.C.


Responsibilities include:


  • Plan and coordinate all project-related activities and oversee personnel in the Washington, D.C., office

  • Lead client and stakeholder relations, including other donor organizations

  • Liaise directly with USAID and other collaborating agencies on all programmatic and performance matters

  • Develop and manage technical strategies, work plans, and the HRH2030 results framework, with the flexibility to modify depending on client needs and changing circumstances

  • Work closely with all consortium members to ensure their support, integration, and performance

  • Monitor programmatic, financial, and administrative performance

  • Identify, develop, and maintain strategic alliances with other HRH donors and stakeholders

Qualifications:


  • Advanced degree in health or management-related discipline

  • Minimum 10 years of experience in designing, implementing, and managing large, complex public health projects in/for developing countries, including at least five years focusing specifically on human resources for health and/or health systems strengthening programming

  • Demonstrated international credibility as a global HRH thought leader

  • Skilled in leading and managing a large, high-performing team of senior managers and technical specialists; ability to work with cooperating partners to implement complex activities

  • Direct experience leading a large-scale organization with multicountry operations in health

  • Demonstrated capacity to implement USAID policies and procedures

  • Ability to integrate stakeholders from the U.S. government, host-country governments and counterparts, other donor agencies, nongovernmental organizations, and the private sector

  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills; ability to promote the project in the broader HRH arena

  • Demonstrated leadership, versatility, and integrity

  • Fluency in written and spoken English; knowledge of French, Spanish, or Portuguese preferred
