Chemonics seeks a research and evaluation director for the anticipated five-year, $145-million USAID Human Resources for Health 2030 (HRH2030) Project, expected to be awarded and operational by October 2015. The project aims to improve the accessibility, availability, acceptability, quality, and productivity of the health workforce in Africa, Asia, and Latin America and the Caribbean. The project will support the growth and development of the "sufficient, fit-for-purpose and fit-to-practice" health workforce for improving health outcomes and advancing countries toward universal health coverage through global leadership and the introduction, scale-up, and sustainability of innovative HRH interventions. It will assist in increasing the number, skill mix, and competency of the health workforce, strengthening leadership and governance capacity, and building sustainability of investment in the health workforce. Country-level activities will contribute to achieving the U.S. government"s commitments including Ending Preventable Child and Maternal Deaths, AIDS-Free Generation as part of the President"s Emergency Plan for AIDS Relief, Protecting Communities from Infectious Diseases, and Family Planning 2020. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The research and evaluation director will be based in Washington, D.C.​


Responsibilities include:


  • Oversee research and evaluation activities related to evidence building for HRH models and approaches while making the link to strengthened service delivery and health systems and improved health outcomes

  • Provide technical oversight for design, implementation, and dissemination of all research and evaluation activities carried out under HRH2030

  • Lead collaboration for development, deployment, and implementation of appropriate tools necessary to improve HRH systems and their use for decision-making

  • Work with external stakeholders; other Global Health Bureau offices; monitoring, evaluation, and research specialists; and USAID missions and regional bureaus

  • Ensure robust and innovative dissemination of research and evaluation activity results as part of HRH2030"s knowledge management portfolio

Qualifications:


  • Advanced degree in health, biostatistics, behavioral/social sciences, or related field

  • Minimum eight years of experience managing designing, implementing, and supervising research and evaluation for multicountry, multifaceted health programs in/for developing countries

  • Extensive knowledge of qualitative and quantitative methodologies and use of statistical software

  • Demonstrated experience in development and dissemination of analytical data on health systems strengthening and/or HRH activities

  • Skilled in leading and managing a large high-performing team of senior managers, technicians, and research staff

  • Experience working in developing countries or low-resource settings

  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills

  • Fluency in written and spoken English; knowledge of French, Spanish, or Portuguese preferred
