The Business Development Specialist is a member of Pact’s Opportunity Development department, which oversees Pact’s new business development activities. The Business Development Specialist (BDS) works with a wide range of Pact staff and teams worldwide – including but not limited to program management professionals, technical experts, finance staff, key operational units, and country offices – to develop new projects and prepare proposals in response to donor requirements. Ideal candidates are able to blend the strategic, analytical thinking needed to craft a winning proposal with the tactical skills needed to address the day-to-day details of proposal management. 25% or more international travel is expected. Length of travel will vary based on specific needs, ranging from 2 weeks to 6 weeks at a time.


The BDS reports to a Business Development Officer or Business Development Manager.


Specific Duties: •Provide the full range of proposal development support to Pact country offices, including but not limited to pre-positioning for new bids, conducting research, managing proposals, drafting sections of proposals, conducting recruitment, and other required proposal development tasks, as needed.
•Serve as proposal manager for donor-funded proposals, coordinating the overarching proposal management process to ensure adherence to timelines; troubleshoot solutions to unexpected challenges; ensure adherence to donor requirements and Pact policies and procedures; finalize documents; and coordinate submission, among other activities.
•Collaborate with country directors, technical experts, program staff, and others to conceptualize and design proposals for new project activities and/or amendments to current projects.
•Facilitate bid decision conversations.
•Coordinate with finance and agreements/contracts teams for budget review and approvals and to negotiate final awards with donors.
•Negotiate and coordinate teaming agreements, memoranda of understanding, and other institutional agreements with partners.
•Build a network of professional business contacts within Pact’s industry.
•Assist with identifying training needs and developing and delivering training modules tailored to the needs of headquarters- and field-based Pact staff.
•Support development of tools, templates and other materials critical to the support of proposal development processes.
•Maintain accurate information in SalesForce and other electronic filing systems. Conduct analysis of proposal development data and metrics as required.
•Other related tasks, as needed.
Minimum Qualifications •BA and at least 2 years of relevant experience (or equivalent).
•Strong planning and time management skills and the ability to multitask with ease, adapting to frequently changing priorities.
•Excellent attention to detail.
•Strong written and oral communication skills, including presentation skills.
•Ability to problem-solve difficult issues.
•Strong interpersonal skills and the ability to cultivate and maintain professional relationships with internal colleagues and contacts in donor and peer organizations.
•Facility with common desktop applications, including Microsoft Word, Excel and PowerPoint.


Preferred Qualifications • Experience in international development in an overseas setting.
•Prior proposal development experience.
•Experience in one of Pact’s technical areas or a related support function.
•Working knowledge and understanding of international development donor policies and regulations.
•Experience working with Salesforce or a similar system.
•Proficiency in French or Spanish.
