United States of America: Senior Specialist, Financial Planning & Analysis


We are seeking a D.C.-based Senior Specialist in Financial Planning and Analysis to take a leading role in developing proposal budgets for different donors and award types. This person will reconcile technical proposals with the budget by working directly with the New Business Development team. In addition, they will prepare assigned monthly, quarterly, and annual financial reports. The Senior Specialist will actively contribute to the corporate annual budget process and will be responsible for supporting program staff on financial management matters, finance best practices, and budget realignment to ensure the well-being of projects.


Primary activities include but are not limited to: developing budget templates according to the solicitation requirements and take a lead in preparing proposal budgets and other required forms of the cost proposal; managing deadlines and coordinating proposal budgeting efforts; managing/supporting proposal budget negotiations with partner organizations; developing an understanding of corporate policies/procedures and donor regulations as they apply to the budget process; processing cost recovery analysis on program budgets; and monitoring the accuracy of financial data in the assigned portfolio of monthly finance reports and follow up with appropriate departments to keep the reports up to date.


In addition, this position will be responsible for assisting program staff with annual work plan budget to submit to the client, working closely with all project, accounting, and compliance staff. They will provide coaching to program staff in all aspects of budgeting, donor regulations and financial management. Also, this person will review subgrant/subcontract budgets for new business proposals and use Agresso financials and other applications to assemble/format reports.


Minimum Qualifications include a Master’s degree preferably in business administration, accounting, finance, or other related field (additional years of experience in lieu of master’s degree will be considered), and a minimum of four years of experience in budgeting and/or accounting or related field. This position requires knowledge of General Accounting Principles (GAAP), the ability to interpret financial reports, and perform financial analyses to determine possible solutions. Knowledge of Agresso and Sharepoint database is preferred. Knowledge of FAR, CAS, and USAID regulations is preferred. Fluency in English is required. Additional French/Spanish skills are highly desired. The ability and willingness to travel internationally (10%-25%) to developing countries is required.
