United States of America: Technical Advisor - ICT Programs


GENERAL FUNCTION


The Technical Adviser provides the ICT Programs Team and partners with technical support and guidance to expand the use and improve the quality of software products and platforms: s/he will focus efforts primarily on digital security platforms and programs, working closely with a technical and program team in the field of international development and global human rights. S/he may also become involved in managing related grants to local organizations in target countries and plan or conduct trainings on digital security tools.


ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Manage one or more associated subgrants/projects with significant technical elements, ensure the project stays on course while reacting to emerging events, and manage reporting and evaluation aspects.

  • Create documentation and guides for audiences with mixed technical skills.

  • Conduct or support security assessments of organizations and provide digital security trainings as needed to less technically experienced staff and partners.

  • Advise on decisions about whether the digital security risks are acceptable and manageable.

  • Provide digital security trainings as needed to less technically experienced staff at Internews and partners of programs.

  • Research on ICT and digital security topics.

  • Understanding of and demonstrated commitment to upholding Internews’ Core Values.

QUALIFICATIONS


  • Experience with technical project management, software development, testing and/or quality assurance engineering.

  • Basic familiarity with Free and Open Source Software (FOSS) development standards, including the ability to compile software from source, track open tickets, file bugs and communicate with developers.

  • Background in technology, technical project management, human rights or journalism, with a focus on technology that supports access to information.

  • Undergraduate degree in computer science and/or professional experience in software development or digital security consulting.

  • Ability to explain complex technical subjects in lay language to less technically-experienced persons; excellent oral and written communication skills.

  • Security knowledge across multiple OS platforms (Windows, Linux, Mac).

  • Familiarity with privacy, censorship circumvention and anonymity tools (such as Signal, VPNs, and Tor) with a ractical understanding of encryption tools, standards, and/or theory.

  • Threat modeling, risk assessment, and/or digital security evaluation of tools, platforms, or organizations.

  • Experience providing in-person training and/or developing technical documentation related to digital security tools and tactics.

  • Ability to multi-task without losing sight of priorities.

  • Demonstrated understanding of and/or experience with developing world information environments, including technical, political and social factors.

  • Willingness to travel.

  • Language skills a plus.
