United States of America: Associate Director for Pooled Procurement Mechanism Project

BACKGROUND:

The Partnership for Supply Chain Management (PFSCM) brings together multiple private sector, non-government and faith-based organizations that are among the most trusted

names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through

stronger public health supply chains; the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit in 2010 and was a finalist

in the 2012 Supply Chain Innovation Award Competition sponsored by the Council of

Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.

PFSCM is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). With offices in more than 20 countries and over 800 dedicated staff members around the

world, SCMS is helping to improve the lives of people living with HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS procures essential medicines and supplies at affordable prices; helps strengthen and build cost-effective, reliable, secure and sustainable supply chain systems; and fosters coordination of key stakeholders.

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism (PPM) aimed at ensuring a cost-effective and efficient procurement process that meets all the Global Fund standards for a Procurement

Agent. This service provides support to countries to resolve procurement bottlenecks and supply chain management challenges and to facilitate timely access to pharmaceuticals and other health products.

In addition, PFSCM implements other supply chain management projects with other client/donors as appropriate.

OVERALL RESPONSIBILITIES:

· The Associate Director is responsible for overseeing and providing day-to-day direction, management and performance of the PPM supply chain functions. She/he directly supports the PPM Project Director in organizing, directing, and managing services required by the contract.

· He/She supports the PPM Project Director by managing the processes for monitoring results and continuous improvement of PPM.

· He/She works with the PPM Project Director to develop overall project strategies.

· He/she functions as the Project Director in the Project Director’s absence.

· The Associate Director interacts on a regular basis with the Global Fund in support of the daily management of the PPM contract.

· He/She is responsible for the management and direct supervision of the PPM functions of Procurement Operations, Client Relations, Freight & Logistics, Performance Management units as well as the Rapid Supply Mechanism (RSM). The Associate Director also represents PFSCM in this location with responsibility for corporate strategy and corporate objectives.

· The Associate Director will serve as a local liaison between PFSCM and i+ solutions for strategic and operational discussions.

· The Associate Director is responsible for creating and maintaining the PFSCM culture in the Woerden PMO in a way which respects the i+ solutions culture as the host organization.

SPECIFIC RESPONSIBILITIES:

Assists the PPM Project Director in managing overall performance for the PPM Project.Oversees management of the PPM supply chain activities.Supervises key operational leadership positions including PPM Deputy Director

Procurement Operations, Deputy Director Client Relations, Freight & Logistics Manager, and RSM Project Manager while also providing administrative oversight to the PMU Advisor and F&L support staff in Woerden.

Provides management direction, and ensures coordination, communication, and

integration among PPM units and within project management.

Works with the PPM Project Director and the rest of the PPM Management team

to develop overall program strategies.

Manages project performance according to the budgetary and contractual

commitments outlined in the PPM contract, including any additional modifications or changes to the current scope of activities.

Oversees the process of developing and implementing standard operating procedures (SOPs) across the PPM project, coordinating these with the i+ solutions’ SOPs and processes.Oversees the process of managing and monitoring program performance against

agreed upon indicators and developing performance indicators as needed.

Manages and addresses performance deficiencies and client queries, and oversees

the process of continuous program improvement.

Ensures the development, integration, implementation, and collaboration of

system processes and tools essential to contract success.

Communicates with and provides status updates to the PPM Project Director,

PPM Management team, PFSCM Management, Global Fund and sub-contractors as agreed.

Serves as back-up to the PPM Project Director in the PPM Project Director’s absence.Assesses current working configuration and make recommendations to improve efficiency of supply chain activities and enhance team’s coordination and

collaboration.

Collaborates with PFSCM HR Manager to address human resource needs for all

PFSCM staff at this location.

Collaborates with Director Procurement on PPU strategies.Collaborates with Director Global Supply Chain on corporate objectives.Collaborates with the Performance Management and Knowledge Sharing and

Communications Units.

Performs other duties as required.

QUALIFICATIONS:

Master’s degree in public health, business or public administration, project management, logistics, supply chain management or equivalent experience;Minimum of ten years of experience in public health, project management, and/or

supply chain management;

Experience in pharmaceuticals and medical supplies and/or supply chain management

systems;

Experience working with international donor agencies, particularly Global Fund a

plus;

Experience working in and/or with developing countries is desirable;Proven track record demonstrating leadership skills, project management, budget and resource management experience, and customer relationship management capability;Excellent written and oral communication skills. English fluency required, including speaking, writing, understanding, and reading;Strong interpersonal and representational skills;Ability to prepare and deliver public presentations;Proficiency in common computer packages (eg.Word, Excel, PowerPoint) relevant to

the work;

Ability to travel internationally 20-30% of the time;Multiple languages a plus, particularly French
