KEY REQUIREMENTS
You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Must be able to obtain and maintain a Top Secret Clearance. This position is a Drug Testing Designated Position (TDP). May be required to successfully complete a polygraph examination.
DUTIES:

· Provide "one-stop service" for all access issues related to S ensitive compartmented information compartmented programs in accordance with Intelligence Community policies, reflective of guidance from higher echelons to include ODNI, DoD, DCI, Navy and Marine Corps.

· Process S ensitive compartmented information positions and eligibility requests including those for senior personnel; responsible for transfer/receipt of security clearance certifications. Knowledge of S ensitive compartmented information facility accreditation policy and procedures.

· Provide inventory, controlling, transmitting, transporting, packaging, safeguarding, and accounting for S ensitive compartmented information classified material.

· Assist in the investigation of S ensitive compartmented information security infractions and preparation of required reports.

· Ensure all physical, personnel, and information system security measures are enforced in accordance with S ensitive compartmented information policy and performs other security related duties as directed by the Special Security Officer or the HQMC Special Security Specialist.

I have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or an LL.M, directly related to the knowledge, skills and abilities required for this position.

About the Position:

The position of Contract Price/Cost Analyst is a position in the DCMA Keystone Program. DCMA uses the Expedited Hiring Authority to recruit and attract exceptional individuals into the Federal Workforce. The DCMA Keystone Intern program is generally a three-year developmental program.

Prior to appointment, all candidates will be required to sign a Keystone Conditions of Employment Agreement.

QUALIFICATIONS REQUIRED: Applicants must meet the DoD Qualification Requirements for the Contracting series (1102).

BASIC EDUCATION REQUIREMENT for 1102 Positions within Department of Defense:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Superior Academic Achievement is obtained through: (1) Class standing - being in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; (2) Grade-point average - (a) having a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) having a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or, (3) Election to membership in a national scholastic honor society.

DUTIES: Park Rangers (Lake) support the Bureau's recreation program. They work with the public to provide information, conduct permit compliance, and safety inspections. They respond to emergency situations. They participate in evaluating visitor use patterns, preparing and maintaining recreation sites, and monitoring condition of sites and natural and cultural resources. Work may take place in extremely remote environments and may require primitive camping and living skills for upwards of two weeks in duration. The work is performed outdoors in rugged terrain; to include very steep, wet, muddy, rough, uneven or rocky surfaces; positions require physical exertions, such as, bending, crouching, stooping, stretching, reaching, or similar activities. Individuals should be capable of working alone, or with other people, during early morning hours, night, or during the day. Park Rangers are responsible for visitor services and resource management for the Lake Havasu Shoreline Project. They will be involved in the operation and general maintenance of the 87 developed campsites on BLM land surrounding Lake Havasu. They will also be expected to operate a motorized boat for the transportation of self, fellow staff, other BLM personnel, volunteers or agents. Therefore, incumbents must pass the DOI Motorboat Operators Certification Course within 30 days of hire, or possess such certification.

QUALIFICATIONS REQUIRED: You must meet the following to be found qualified: GS-5 Park Ranger - One year of specialized work experience equivalent to at least GS-4 level. Examples of specialized experience may include collecting and recording information on items such as water quality and sediment samples, vegetation, exotic plant infestation, wildlife and fish populations, and erosion control and site rehabilitation problems; conducting a radio dispatch operation, providing communication service for operational activities in areas such as emergency assistance, law enforcement, and firefighting support; and conducting scheduled and special patrols of land and water areas; OR Successful completion of four year (180 quarter or 120 semester hours) course of study above high school leading to a bachelor's degree, which included 24 semester hours of related course work; OR A combination of experience and education to meet total experience.

Educational Requirement: Related coursework for this position is coursework in the amount as specified at each grade level below, that includes Major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/ police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. About the Position:

The position of Contract Price/Cost Analyst (Intern) is a position in the DCMA Keystone Program. DCMA uses the Expedited Hiring Authority to recruit and attract exceptional individuals into the Federal Workforce. The DCMA Keystone Intern program is generally a three-year developmental program.

Prior to appointment, all candidates will be required to sign a Keystone Conditions of Employment Agreement.

NOTE: During the Keystone Intern Program, participants will receive specialized formal classroom training, computer-based training, and on-the-job (OJT) training. The training program will consist of the following:

DUTIES: Major Duties:

· Completes classroom and on-the-job training to acquire, exercise, and maintain knowledge of the duties inherent in the administration or price/cost analyst of firm-fixed-price contracts and other contracts of similar complexity or of specific phases of more complex contracts such as overhaul and repair, facilities, cost-plus-fixed-fee, etc .

· Assists with monitoring contractor performance for compliance with applicable laws, delivery schedules, payment provisions, inspections, contract and date reporting requirements .

· Assist with contacting contractors to clarify issues on contractual requirements (as necessary).

· Assists with the review, analysis, and evaluation of unit cost and price data in contractor proposals. Assists with resolving cost and accounting issues.

QUALIFICATIONS REQUIRED: Applicants must meet the DoD Qualification Requirements for the Contracting series (1102).

BASIC EDUCATION REQUIREMENT for 1102 Positions within Department of Defense:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND

At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

For consideration, your resume MUST indicate that you possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees AND your resume MUST show that you possess at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000.

You may start at the GS-05 if you have the following qualifications: Bachelor?s degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This requirement can be obtained within the degree or in addition to the degree.

You may start at the GS-07 if you have the following qualifications: 1 full academic year of graduate education, law school, or Superior Academic Achievement; OR 1 year of Specialized Experience equivalent to at least the GS-05 level. Specialized experience is defined as:

· Experience in analyzing facts and conditions and making comparisons of prices, discounts, delivery dates, or handling charges.

· Experience comparing prices on reoccurring types of procurements. Experience assisting in preparing solicitation documents.

· Experience drafting contract provisions and supporting documentation.

· Experience presenting information orally.

Superior Academic Achievement is obtained through: (1) Class standing - being in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; (2) Grade-point average - (a) having a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) having a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or, (3) Election to membership in a national scholastic honor society.

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the fields identified in the Basic Education Requirements above is required.

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. In the Operations Division (CDS Unit):
Primarily responsible for correctly docketing and routing critical legal matters. These documents will be date and time stamped according to established procedures. Perform data entry into computer systems to account for documents received by the department, distinguishing between the manner of receipt. Must keep accurate and detailed production records. May be required to respond to telephone inquiries, and assist with mail operations as assigned, and should possess good computer skills, a pleasant speaking voice and good phone manners.

In the Operations Division (Division Office):
Primarily be responsible for the daily reconciliation of invoices and other associated tasks for services provided by outside vendors. Required to photocopy these documents and would need familiarity with keyboarding in Word to enter this data into a spreadsheet. May be required to answer telephone calls, and should possess good computer skills, a pleasant speaking voice and good phone manners.

Other Divisions:
Duties may include, but are not limited to, general clerical task, such as reviewing and preparing documents, data entry, filing, opening and sorting mail for distribution, answering phones and relaying messages, scheduling appointments and other special projects as needed.
