The Global Poverty Project and United Nations Population Fund's new global campaign, #Showyourselfie, is growing fast internationally. As such, we are looking for a talented, driven and passionate Campaign Manager to elevate the campaign to scale across 2015. The position is a consultancy for a period of ten months.

About #Showyourselfie:

Showyourselfie, a campaign by the United Nations Population Fund and Global Poverty Project, is a visual petition to ensure that the rights and needs of adolescents and youth (age 10 - 24) are strongly included in the Post-2015 Development Agenda.

The campaign is mobilizing young people around the world to submit their selfie as a personal signature and demonstrate visible support for youth. #Showyourselfie will present the largest ever visual handover to Member States at the UN General Assembly in September 2015 and call for bigger and better investment in young people's rights and needs at the national and global level.

Responsibilities

The Campaign Manager for #Showyourselfie will be responsible for driving a global partnership, marketing and social media driven campaign to ensure that the rights and needs of adolescents and youth are at the center of the Post-2015 development agenda. The campaign, launched in August 2014, on International Youth Day, aims to develop the largest ever visual petition to hand over to world leaders at the UN General Assembly in September 2015. The visual petition aims to ensure that governments will adequately invest in the rights and needs of young people. The Campaign Manager will be responsible for driving all elements of the campaign including high-level partner engagement, strategic activation, marketing and media.

This is a full-time 10-month position starting in January 2015 and ending in October 2015. The role will be based at the UNFPA headquarters in New York City, with 2 days being spent at the Global Poverty Project headquarters.

The Campaign Manager will work with the Global Poverty Project team, a full time Campaign Associate for day-to-day activities and a team of five at UNFPA to provide guidance as related to engagement of UNFPA offices globally.

Position Summary

The Emergency Assistance Program provides individual human rights defenders and civil society organizations with small grants for medical, legal, humanitarian and other emergencies. Under the direction of the Program Director (PD), the Program Officer will provide programmatic support to the Fund on cases from Eurasia, including finance, logistical, administrative, research, writing and data analysis assistance. This position is based in Washington, DC and reports to the Director for Emergency Assistance Program.

Project Overview
Counterpart International is implementing the Youth and DRG Research and Learning Project as a part of the Global Civil Society Strengthening (GCSS) Leader with Associates (LWA) Program which provides technical and thought leadership on civil society issues, facilitates creative new programming ideas, and assists in knowledge management that feeds content into the broader USAID civil society strategic framework. The goal of the project is to enhance the effectiveness of DRG programming which includes the areas of Leadership, Organizations, Civic Education, and Voice and Civic Engagement and has a specific focus on youth by strengthening the knowledge and skills of the USAID field officers and other staff in the design, management, and creation of evidence-based evaluation of youth programming. The project has the following core objectives:
Objective 1: Identification of current evidence of what works or doesn’t work in Youth and DRG programming as well as a prioritization of critical knowledge gaps that need to be addressed through the DRG Center’s Youth and DRG Learning Agenda.
Objective 2: Creation of technical guidance and analytical tools to assist USAID field officers in designing, managing, and implementing evidence-based youth programming and in integrating youth development principles and approaches into general DRG programs.
To achieve these two objectives, Counterpart International is seeking a Research Team of three consultants consisting of a an Evaluation Expert, an Academic Specialist with expertise in public policy, democracy and/or governance, and an Academic Specialist with expertise in youth, sociology and/or development. This team will be supported by a Team Leader and Project Assistant from Counterpart International. Over a seven month period, this coordinated group of specialists will collaboratively produce the materials outlined in the diagram below. The implementation process illustrated below requires close coordination to identify existing documented methodologies and tools that lend themselves to effective program design, management and evaluation of evidence-based youth programming. The majority of the work detailed below in the individual scopes of work would take place between December 2014 and March 2015.

Sequencing of Project Activities
Scope of Work: Academic Specialist in Sociology, Youth and/or Development
The role of the Academic Specialists shown in Activity 1 and 2 is to carry out an extensive literature review of existing academic research and thought in the fields of sociology, youth, public policy, governance, anthropology and/or development studies. The purpose is to examine current theory and research in the four focus areas of Leadership, Organizations, Civic Education, and Voice/Engagement to supplement the findings in the Youth and DRG Programming and Program Evaluation Assessment Report. It is envisioned that the Academic Research Review will allow for the latest academic thought to constructively inform USAID’s youth and DRG programming. The results of the academic research review will be captured in a report. The findings of the report will be vetted with peers and DRG practitioners for feedback during an Academic Review Session.
Tasks
• Conduct an Academic Research Review to examine current theory and the balance of credible evidence pertaining to youth Leadership, Organizations, Civic Education, and Voice/Engagement to supplement the findings in the Youth and DRG Programming and Program Evaluation Assessment Report;
• It is envisioned that the Academic Research Review will allow for the latest academic thought to constructively inform USAID’s youth and DRG programming. The academic specialist(s) will specify the criteria according to which evidence is included or excluded from consideration. Generate a draft Academic Review Report that summarizes theoretical and empirical extant research on the four focus areas listed above that may be relevant to youth and DRG planning;
• Work with the Research Team to synthesize these two base reports into a brief Summary of Findings matrix;
• Identify peer academics to suggest supplemental sources - both qualitative or quantitative - to supplement the report; conduct interviews with relevant subject matter experts as needed;
• In collaboration with the Research Team Lead, participate in and co-lead sessions at the Academic Review Session attended by peer academics and select practitioners;
• Participate in the Technical Guidance Review Session which will serve as the mechanism to gather feedback on the Technical Guidance and Toolkit for Youth and DRG.
Deliverables
• Academic Review Report that summarizes theoretical and empirical extant research on the four focus areas (including but not limited to research methodology, sources, categorization of findings per four key areas, gaps in knowledge, recommendations);
• The list of academic peer participants in the workshop/review;
• Attendance at the Technical Guidance Review Session;
• If applicable, the organization of the workshop/review session at a hosting university.

Requirements:
• PhD in relevant field;
• 10 years experience working in relevant field (inclusive of doctoral study);
• Recent experience working on research team that required collaboration with other team members to produce deliverables;
• Knowledge of USAID and/ or international development a plus.

Scope of Work 1: Evaluation Expert
The role of the Evaluation Expert in Activity 1 above is to identify and analyze youth and DRG related program evaluations to determine if the evaluations meet the necessary rigor to be considered “evidence-based.” The Evaluation Expert will also provide recommendations of how the program activities and evaluation findings may contribute to Youth and DRG programming. The results of the Evaluation Experts tasks in Activity 1 will help inform the Academic Review in Activity 2.
Tasks:
• Develop in collaboration with the Team Leader a definition of “evidence-based” evaluation and establish the criteria (e.g. sampling frame; research design; causal identification strategy; threats to and tradeoffs between internal/external validity; etc.) to determine whether a given evaluation meets that definition;
• Conduct a thorough review of the Assessment of Youth Programming Across DRF Sectors report (a desk review exercise conducted by a team of graduate students as a preliminary research effort under this topic) to determine the report's quality in terms of breadth, depth, and methodological rigor;
• Provide recommendations for how and whether to incorporate the Assessment report findings into the project’s research process and findings;
• Define the role that qualitative data findings play in the overall research effort (e.g. for descriptive inference; to unveil complex interactive causes; etc.), and whether those meet satisfactory academic standards of methodological rigor to be included in the effort to identify good youth and DRG practices;
• Conduct further desk review of relevant evaluations, as needed, by applying a rigorous methodology;
• Categorize the literature/evidence under the four research areas: Leadership, Organizations, Civic Education, and Voice and Civic Engagement. Develop a program matrix that aligns with these broader research areas;
• Identify and engage relevant subject matter experts (SMEs) in line of DRG programming areas of Leadership, Organizations, Civic Education, and Voice and Civic Engagement to help suggest additional evaluations - qualitative or quantitative - to supplement the Assessment report; conduct interviews with relevant subject matter experts as needed. This should include but not be limited to work conducted by the Alliance for International Youth Development (AIYD) and the United Nations Development Program (UNDP).
Deliverables:
• Youth and DRG Programming and Program Evaluation Assessment Report (including but not limited to research methodology, analysis criteria of evaluations selected and assessed, sources, categorization of all evaluations reviewed, gaps in knowledge, findings, recommendations), including;
• Summary of the review of Assessment of Youth Programming Across DRF Sectors;
• Individual interview summaries;
• Cross-analysis of all interviews;
• List of additional relevant evaluations to incorporate and supplement this effort;
• Contributions to Summary Report.

Requirements:
• PhD in relevant field;
• 10 years’ experience designing and conducting quantitative and qualitative evaluations;
• Experience designing and conducting meta-analyses and/or critical appraisals of evaluations in relevant field;

The Technical Advisor will report to senior Department management and will be responsible for ensuring technical excellence in CSPD programs, providing technical oversight and leadership of business development efforts, monitoring trends and acting as a thought leader in his or her sector, and building relationships with clients, partners, and stakeholders in his or her technical field. The Technical Advisor will lead and support program development, advise on technical approaches, and oversee programs in our civil society strengthening portfolio. The position is based in our Washington DC office.

Job Summary / Responsibilities:

The Technical Advisor provides technical and scientific leadership to those designing, and implementing technical strategies, programs or tools in specific technical areas. Provides technical advice based upon expertise and knowledge of evidence- based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. Builds capacity in country-level, regional or global program staff. Assesses current technical, scientific, managerial and operational efficiencies at the program, regional, or global levels as appropriate. Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. May evaluate proposal design and protocol development to en sure design is sound and based upon evidence- based practice. Provides global scientific leadership by staying current of evolving technical standards, guidelines, and program developments in area of expertise. Responsible for sharing best practices in their field of expertise and contribute to the knowledge base through participation in scientific forums and technical networks. Shares new knowledge/evidence and best practices through collaboration with relevant departments and personnel. May be required to coordinate and work with a diverse group of organizations, such as; the Ministry of Health and Social Welfare (MOHSW), district health staff, several international and national development partner organizations, and the USAID mission in order to complete work.

Provide technical leadership in civil society strategy and programs for CSPD.Provide technical leadership in program design, development, planning, implementation, and capacity-building.Maintain a constructive dialogue and technical exchange with counterparts and technical staff of implementing partners.Develop tools for the design and implementation of technical strategies and program components.Ensure that project implementation adheres to the appropriate global strategy and remains technically sound.Influence design and scope of technical initiatives and programs.Review, analyze and evaluate the effectiveness of programs/projects and make recommendations for enhancements.Represent the organization to external entities at professional meetings and conferences.Develop and maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs

Accountabilities:

With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity- building of specific technical components of programs.Participate in resource development activities.Responsible for accomplishing assigned job responsibilities, and following the standards and practices of the department and division.Responsible for planning and scheduling own work flow and timetables, within area and function guidelines.Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.Maintains a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.Develops tools for the design and implementation of specific technical components.Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.May serve as a departmental resource on procedural, administrative and operational issues.Provides broad global technical leadership to multiple components for moderate to complex programs. Defines and develops solutions for major business or functional challenges.Contributes to planning and making recommendations for department/program/project concept, operations, and/or implementation.Influences design and scope of initiatives and programs.Reviews, analyzes and evaluates the effectiveness of programs/projects and makes recommendations for enhancements.Develops strategies and tools for the design and implementation of specific technical components.Ensures the quality of implemented technical activities and systems at all levels.Represents the organization and/or Institute to external entities at professional meetings and conferences.Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in their technical area.Continually maintains a dialogue and technical exchange with field counterparts and technical staff of implementing partners.Coordinates with employees and consultants, on-site and in the field for situations that is less routine and more unusual.

Applied Knowledge & Skills:

In-depth functional knowledge in area of specialization and detailed knowledge of related areas in the organization.General understanding of the external environment and how it affects the industry in general and FHI in particular, including political, legal, environmental, financial and social influences.General understanding of organization’s structure, policies and practices, and the impact on own area.Strong diagnostic, analytical and problem solving skills.Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues

Supervision Given/Received:

May supervise junior level staff members.Work is reviewed in terms of meeting the organization’s objectives and schedules.Accomplishes results through managers or senior members of team.Manages a technical area staff and function area within the organization.Plays a coaching and mentoring role for others; may assist in team management as necessary, although has no formal people management responsibility.

Technology to be Used: Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.
Travel Requirements: 10%-25%
Typical Physical Demands: Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

Qualifications:

Master’s degree or its international equivalent in international development, international affairs, or related field.At least ten years of program design and management experience in civil society strengthening.Comprehensive knowledge of concepts, practices, and procedures in international development program managementDemonstrated technical expertise and thought leadership in civil society strengthening.Advanced experience with business development and proposal writing.Excellent oral and written communication skills.Excellent and demonstrated organizational and problem solving skills.Excellent and demonstrated project management and technical skills.Ability to influence, motivate, negotiate, and work well with others.Articulate, professional and able to communicate in a clear, positive manner with clients and staff.Experience with USAID programs preferred.Must be able to read, write and speak fluent English.
