The Staffing Talent Acquisition Operations Team offers a unique opportunity to apply your Staffing/HR background, program management skills, and project management experience to a job that offers variety, flexibility, global scope, and interesting challenges. We believe great programs result from dedication to meeting customer needs and focus on continuous improvement, and we’re looking for a non-technical Operations Program Manager who will partner with the Staffing function to drive critical programs and processes in support of world-wide Talent Acquisition efforts.

This position is accountable to oversee the end to end global delivery of our backoffice recruiting and operational support channels.   The Global Delivery Operations PM role requires a unique combination of big picture strategic thinking and attention to detail, collaboration across a broad range of teams & geographies and ability to work through ambiguity. Passion for helping our Talent Acquisition teams and candidates around the world is essential to the success of this role.

There is also a large Microsoft Staffing initiative to help standardize and drive efficiencies in our core processes on an international scale. We have a Business Process Outsourcing agreement in place with Accenture and are now in implementation mode. This role will be accountable to evangelize the shared services concept, drive the value of the business case and lead the further implementation of the structure within the Staffing organization. This role will be responsible for delivering high-quality operational process design and readiness of core Talent Acquisition Operations and driving an agenda of continuous improvement with the business leaders to enable strategy execution in their area.  

To be successful in this role, you will need to have a proven track record in large scale Staffing/HR program management & process improvement, operations management, managing complex budgets and change management. In addition, the ideal candidate has an ability to influence without direct authority across organizational and geographic boundaries.

The position is based in Redmond, WA.

Key Responsibilities:

- Drive the implementation of the shared services concept for International Hubs in partnership local Talent Acquisition teams.

- Act as a point contact for Regional Ops PMs and TA Leaders for shared service program, process and technology challenges and work with relevant parties to reach resolution.

- Partner with finance and procurement to ensure effective budget management and forecasting, including forecasting resource needs based on workforce plans & transactional data.

- Act as the primary liaison between outsourced vendor and the Talent Acquisition Operations staff. Ensure that the vendor team is staffed to meet the changes in the business and shift resources if business priorities change.

- Manage the governance ROB with the outsourced vendor, the Regional Ops PMs, and Leadership to ensure metrics and KPIs are reviewed on a weekly/monthly/quarterly basis.

- Ensure that processes, procedures and best practices are defined, developed, deployed, communicated and followed.

- Manage the implementation of operational efficiencies resulting in cost or times savings, enhanced customer service, or improved communication.

- Be a strategic partner to operationalize programs by providing business intelligence and offering expertise/advise/consultation.

- Provide creative logistical solutions and options to solve business problems in ambiguous situations.

- Initiate, assess and manage key projects, including building a project plan, communicating status, mitigating risk and measuring progress.

Required Qualifications

- A minimum of 7+ years’ experience in HR/Staffing and international business experience preferred.

- Demonstrated experience in business management or vendor management.

- Demonstrated ability to understand OPEX, HC and Financial Budgeting principles.

- Excellent organization and project management skills- this will require aggressive planning, organizing and coordinating, negotiating, establishing effective cross-team relationships, prioritization, and delivery against objectives.

-Proven ability to focus on the big picture within a constantly changing, fast-paced environment and draw similarities/analogies across various initiatives to deliver integrated, best in class user experience.

- Demonstrated excellence in strategic thought leadership, stakeholder management, customer service, change management and building productive partnerships at all levels within a matrix organization.

- Demonstrated ability to prioritize and make tough choices amongst competing priorities and with influencing partners to determine priorities.

- Demonstrated ability to use data in decision making and recommendations.

- Candidate must be able to work under pressure and within short time constraints.

- Some prior experience utilizing business process optimization methodologies (Six Sigma/Lean/Green Belt Certification) a plus.

- Solid knowledge and proficiency in Visio, Access and Excel; MS Project proficiency a plus.

- International working experience (statutory, regulatory and cultural) is a plus.

- Bachelor’s degree in Business or Human Resources, MBA is a plus

- Ability to travel internationally on a quarterly basis

Primary responsibilities include providing on-site technical support solutions for customer service delivery and availability, while ensuring satisfaction with Microsoft software on the exchange client and server. The successful candidate will be capable of providing field technical support presence for groups in the Microsoft Services organization, including but not limited to Premier and Professional Support, Microsoft Consulting Services, and escalation engineers. The Premier Field Engineer acts as the primary onsite technical contact, providing customer visibility, advanced technical troubleshooting support and problem resolution for Product Support Services and corporate customers, including issues escalated to the highest levels of management.  

The candidate will provide technical support including product technical training onsite, as well as via telephone, and electronic media. Candidate must be able to manage hot issues by setting customer expectations, devising and implementing action plans, being available 24x7 and professionally communicating to all parties involved.

Recommended qualifications include: Superior problem solving and troubleshooting skills at the System Engineer level; exceptional customer service, overall communication and technical writing skills. Must have sufficient technical depth to communicate with development and other internal organizations at a peer level; Must possess the ability to work independently with minimal management supervision and as part of nationwide team of engineers; Demonstrated aptitude for providing exceptional customer service in politically charged environments; Ability to enhance the technical expertise of peers via the development of product training, mentoring of new hires, and team content development; Ability to apply technology to improve existing products and systems at customers and for internal use; Ability to actively participate in team support by proposing and implementing solutions; Assist in developing strategies to gain additional Premier support accounts by contacting and establishing relationships with Premier Support Managers and Technical Account Managers.

Technical Requirements:   Solid understanding of Microsoft System Center 2012 components with a strong focus on Service Manager and how it integrates with the other Suite components. Candidate will need significant client/server skills, networking, and Internet fundamentals and a superior knowledge and demonstrated technical proficiency in System Center Service Manager with experience in managing medium to large environments.   The candidate should be able to advise on best practices, deploy, configure and troubleshoot all aspects of SCSM effectively and understand the product configuration, flow and logging in detail.   The candidate should also understand the configuration required in order to connect and integrate products such as Operations Manager, Configuration Manager, Orchestrator, Active Directory and SharePoint (Self-service Portal) with Service Manager.   In addition, experience with Service Manager Authoring, in combination with Designing and integrating with runbooks in Orchestrator is desired.   An understanding of MOF and ITIL basics and how Service Manager supports these processes is also desired. Experience and familiarity with other IT service management products is a plus.

Knowledge/understanding of the following would be advantageous:  

        Basic SQL Deployment, Configuration and Querying

        PowerShell

        SharePoint

        SCSM Exchange Connector,

        Orchestrator Integration Packs

        Model / class based architecture in SCOM / SCSM,  

        Deploying SCOM and Management Pack Best Practices,

        SQL Analysis Services, reporting, Cubes and PerformancePoint, Excel Pivot tables, Powerpivot.

Overnight travel is required. Travel requirements vary regionally and could be as much as 40-70%. Candidates must possess current passport or be able to obtain passport within 90 days of hire. The candidate should already have current US work authorization, live within US and be willing to relocate. Remote candidates will not be considered.  

They must be available for travel dispatch 24x7x365.  

Education: College degree, preferably in Computer Science, is required. MCSE strongly preferred. Will consider related field (or equivalent) experience.

The role: Corporate Operations Engineer, Corporate Linux Team

As a Corporate Operations Engineer, you will be responsible for supporting the needs of Google’s office and coordinating technical resources at various regional locations. You are highly technical and can directly support the IT needs of a distributed office. You also must be able to learn new technical skills on the fly. You will provide direct support for a Local network environment based in a mixed Operating System environment (OS X, Linux, Windows). In addition, you will occasionally be required to partner with various teams including security, networking, and infrastructure. You will also be responsible for providing direct support for Google’s corporate resources and applications.
Responsibilities:

Provide direct user support for Linux desktops/laptops/servers and user access to corporate network and applications both on the network as well as through remote VPN access.
Follow operating system deployment procedures to build, test and deploy updates to Google’s corporate Linux fleet
Participate in qualification and testing of new corporate hardware (desktops/laptops/servers) to ensure optimal Linux performance.
Travel occasionally to provide IT support at distributed offices.
Support initiatives and projects from various partner groups.

Requirements:

BS degree and/or equivalent experience.
At least 2 years of relevant support experience preferred (at least 5 years for senior candidates) and also experience with various operating systems (Linux/Unix).
Experience with scripting languages (i.e. Python) a plus.
Strong customer service, organizational, communication, and leadership skills are required.
Understanding of LAN/WAN and mobile computing environments.
Expertise in deploying and supporting desktops/laptops, phone systems, video conferencing and various wireless devices.
Ability to adjust quickly to changing priorities and make quick decisions with limited information.

Summary:
Shift Operators process routine and on demand data products, monitor system integrity from start to completion for each product. Perform detailed accounting and reporting of data processing cycle, including data reception, successful completions, unsuccessful processes, and volumetric assessments. Troubleshoots, identifies, and reports flaws in process cycle, including hardware, software, internal and external networks and data integrity issues.

Responsibilities:
Monitors and operates computer workstations to process business data according to operating instructions. Conducts basic validation tests to assess data integrity and evaluate adherence to customer-established standards. Archives and periodically backs up data for research and contingency use. Publish daily situation reports. Monitors data center status.

Minimum Qualifications:
The ideal candidate will be able to start initial corrective troubleshooting activities according to standard procedures and customer-directed instructions. Initiate notification and recall of critical-path and key personnel. Publish procedures, problem and change reports. Be highly competent with MS Office applications, including Outlook, Excel, PowerPoint and Word and Text Pad. Proficient in PC Workstation basics, including file searching, file and directory navigation and creation, network drive mapping, cutting, copying and pasting functions. Attention to detail and multitasking skills required.

WBI’s Governance Practice, comprising Social Accountability, Leadership and Coalitions, and Open Government ‘Clusters’ – is providing cutting-edge knowledge and capacity building opportunities to practitioners in the public, private, and not-for-profit sectors in developing countries to promote open and collaborative governance, supporting governance reforms, and improving development outcomes. The Social Accountability Cluster enables networks of civil society organizations (CSOs), media, Parliamentarians, and other nongovernmental stakeholders to leverage diverse knowledge and cross-country collaboration to improve access to information, transparency, accountability and performance of priority sectors and programs, such as PFM, extractive industries, education, procurement, and health. Support is customized in response to country and regional context, aiming to produce impact at national, sectoral and local levels, including through World Bank financed operations. One of the flagship programs of the Social Accountability Cluster is the Access to Information Program. The Program connects key ATI stakeholders to work collaboratively to identify, prioritize, and implement actions to promote governmental transparency and accountability through enhanced citizen access to publicly held information. It helps develop capacity for formulation, implementation, use, and enforcement of ATI legislation among key government and non-government stakeholders including citizens and CSOs, through regional knowledge exchange and networking, structured learning for training of trainers, and support to multi-stakeholder coalitions for effective ATI reforms.
Duties and Accountabilities
The Operations Officer will work on multi-stakeholder coalition building for the Access to Information Program. He/She can expect to work on in-country coalition building, adaptive change and learning processes, and regional network building. With a strong focus on results, He/She will work in facilitating knowledge exchanges in order to build the capacity of various stakeholders to move access to information and transparency reforms forward. Under the supervision of the Social Accountability Cluster Leader, and Access to Information Program Task Team Leader (TTL), key responsibilities include: 1. Process design, action plans and inputs for facilitation of in-country coalitions and cross-country networks for improving access to information. This will include working with state and non-state actors, such as civil society organizations and the media; 2. Provide expertise and assistance in the design and facilitation of multi-stakeholder learning and change processes—such as the organization of multi-stakeholder dialogues, structured learning programs, south-south knowledge exchanges, among others—focused on access to information, transparency and accountability; 3. Assess capacity needs of client organizations (e.g. academic centers, public administration training institutes, oversight bodies, CSOs etc) on the above topic; 4. Explore synergies and build partnerships with research and training organizations working on access to information, transparency, and accountability issues to expand the knowledge base on this subject; 5. Oversee the implementation of the Access to Information Program’s activities in various regions, ensuring the achievement of planned results and the highest quality in all deliverables by partners; 6. Explore and develop initiatives, together with regional and in-country partners, on the use of Information and Communication Technologies to enhance access to information and transparency; 7. Coordinate with network and regional counterparts at the WB in order to explore entry points for access to information work into Operations; 8. Work with Cluster Leader and TTL on strategic issues related to the ATI program and represent the task manager and team at meetings, conferences and workshops, as necessary; 9. Elaborate TF proposals, as required, in order to raise funds according to Program needs; and 10. Manage and mentor consultants who are working on ATI and other related WBIGV initiatives.
Selection Criteria
The successful candidate will have: • Masters degree in International Relations, Governance or other related fields; • Substantive relevant work experience on multi-stakeholder governance, including multi-stakeholder access to information and transparency initiatives, and social accountability mechanisms; • Relevant experience with the organization, design, and facilitation of multi-stakeholder learning processes, including network and coalition building, and action learning; • Experience in working with a range of stakeholders on collective action problems, particularly with civil society, media and academia, as well as state actors, while facilitating dialogue and synergies among them for effective change; • Substantive work experience in access to information legislation and other transparency provisions, both before adoption and during implementation; • Experience in supervising and mentoring junior staff and small teams; • Familiarity with the Bank’s GAC agenda, current international transparency related-issues and knowledge of World Bank policies and World Bank Institute governance portfolio; • Strong interpersonal and collaboration skills, self-motivation, team orientation and ability to work across organizational and technical boundaries with ease and to build effective working relations with internal and external clients; and, • High ethical standards and deep sense of fairness.
