Position Summary

The Emergency Assistance Program provides individual human rights defenders and civil society organizations with small grants for medical, legal, humanitarian and other emergencies. Under the direction of the Program Director (PD), the Program Officer will provide programmatic support to the Fund on cases from Eurasia, including finance, logistical, administrative, research, writing and data analysis assistance. This position is based in Washington, DC and reports to the Director for Emergency Assistance Program.

Minimum Qualifications

Bachelor’s degree in political science, international relations, human rights, law, or related field, Master’s degree preferredMinimum 4 – 6 years of experience in program management including reporting ability and knowledge of funder account requirementStrong ability to communicate effectively in English, both verbally and in writingAbility to communicate fluently in Russian required, fluency in at least one other regional language also preferredStrong appreciation of and demonstrated experience in human rights defense workDemonstrated experience with managing and creating budgetsStrong knowledge of human rights principles and mechanisms, and democracy promotionAcademic and/or field experience, specifically in/on, Russia and the wider Eurasia regionStrong ability to plan, organize, prioritize work, and multi-task to meet tight deadlinesAbility to apply superb attention to detail and consistently produce timely and error-free workAbility to learn database and other software, e.g. Martus, and observe security proceduresAbility to coordinate travel logistics, meetings, and events

Contribute to the preparation of reports, proposals, grants, press releases, and budgets as requiredLiaise with State/DRL on vetting of cases and respond to queries from DRLReview and develop applications to the Fund under the supervision of the PD, which includes evaluating applications, working with referring organizations or individuals, finding sources of information on the case and country involved, entering cases into database, providing translation if necessary, and maintaining information on cases, with a focus on those from IranMonitor impact of grants and maintain database for his/her own cases/others as assignedAssist with developing and maintaining in-country and regional networks of human rights defenders, civil society organizations, experts, and regional partnersOrganize and facilitate meetings with relevant Freedom House regional teamArrange team meetings and travel, prepare weekly reports, map updates and staff briefing summariesOther related duties as assigned.How to apply:

The National Democratic Institute (NDI) seeks to hire a Program Officer to assist the Asia team in Washington DC and support democratic development projects. The portfolio for this position may include a number of countries, including Cambodia. The position is available in January 2015.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Serves as point of contact for NDI’s field team and supports programmatic and operational needs.
· Works with senior staff to monitor program budgets, grants and expenditures; coordinates with field team to ensure that projects stay within budget limits and project expenditures are compliant with donor regulations on cost allowability.
· Drafts board memos, briefing memos, reports and other materials; works with the program team on drafting quarterly reports, work plans and proposals.

· A minimum of four (4) years of experience in international development, including experience in grants administration/management of projects funded by USAID, U.S. Department of State and/or non-US government donors (foreign government aid agencies and embassies, and/or multilateral institutions);
· Knowledge of U.S. federal regulations and non-US government donor regulations for assistance awards;
· Demonstrated ability to build and maintain professional working relationships with staff at multiple levels;
· Strong writing skills;
· Knowledge of proposal development, budgeting and project management, and monitoring and evaluation processes;
· Demonstrated ability to work both independently and as a member of a team, and handle multiple tasks simultaneously;

Officer will manage WFP Sudan’s social protection, safety nets and resilence-oriented programmes by brining existing WFP strategies for these thematic areas into the county context through the following duties:Design and manage resilence and safety net programmes and the various staff working on this team, including cash and vouchers, climate change adaption, resilience, school feeding and Safe Access to Firewood and Alternative Energy (SAFE) project;Manage the school feeding portfolio as well as the various pilots;Keep in constant contact with the federal and state authorities with a focus on building a nationally owned school feeding programme;Ensure that relevant standard operating procedures and strategies for resilience, school feeding, safety nets, cash and vouchers, SAFE and The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, DRC’s Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced persons in Kenya, Yemen and Ethiopia. The Somalia programme currently has more than 250 staff working in eight main field offices, which include Hargeisa, Bossaso, Galkacyo, Garowe, Mogadishu, Dollow, Baidoa and Beletweyne. DRC Somalia implements broad emergency and recovery programming including protection, livelihoods and food security, shelter/NFIs, water and sanitation and governance.The Communication and Reporting Officer is fully responsible to ensure that all information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner for donors and internal purposes for DRC Somalia. The Communication and Reporting Officer is responsible to develop communication materials on DRC activities in Somalia for external audience.He/she assists the Country Director and the Programme Development unit in developing a country communications strategy, both internal and external. The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, DRC’s Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced persons in Kenya, Yemen and Ethiopia. The Somalia programme currently has more than 250 staff working in eight main field offices, which include Hargeisa, Bossaso, Galkacyo, Garowe, Mogadishu, Dollow, Baidoa and Beletweyne. DRC Somalia implements broad emergency and recovery programming including protection, livelihoods and food security, shelter/NFIs, water and sanitation and governance.The Communication and Reporting Officer is fully responsible to ensure that all information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner for donors and internal purposes for DRC Somalia.
