The Social Accountability Cluster enables networks of civil society organizations (CSOs), media, Parliamentarians, and other nongovernmental stakeholders to leverage diverse knowledge and cross-country collaboration to improve access to information, transparency, accountability and performance of priority sectors and programs, such as PFM, extractive industries, education, procurement, and health. Support is customized in response to country and regional context, aiming to produce impact at national, sectoral and local levels, including through World Bank financed operations. One of the flagship programs of the Social Accountability Cluster is the Access to Information Program. The Program connects key ATI stakeholders to work collaboratively to identify, prioritize, and implement actions to promote governmental transparency and accountability through enhanced citizen access to publicly held information. It helps develop capacity for formulation, implementation, use, and enforcement of ATI legislation among key government and non-government stakeholders including citizens and CSOs, through regional knowledge exchange and networking, structured learning for training of trainers, and support to multi-stakeholder coalitions for effective ATI reforms.
Duties and Accountabilities
The Operations Officer will work on multi-stakeholder coalition building for the Access to Information Program. He/She can expect to work on in-country coalition building, adaptive change and learning processes, and regional network building. With a strong focus on results, He/She will work in facilitating knowledge exchanges in order to build the capacity of various stakeholders to move access to information and transparency reforms forward. Under the supervision of the Social Accountability Cluster Leader, and Access to Information Program Task Team Leader (TTL), key responsibilities include: 1. Process design, action plans and inputs for facilitation of in-country coalitions and cross-country networks for improving access to information. This will include working with state and non-state actors, such as civil society organizations and the media; 2. Provide expertise and assistance in the design and facilitation of multi-stakeholder learning and change processes—such as the organization of multi-stakeholder dialogues, structured learning programs, south-south knowledge exchanges, among others—focused on access to information, transparency and accountability; 3. Assess capacity needs of client organizations (e.g. academic centers, public administration training institutes, oversight bodies, CSOs etc) on the above topic; 4. Explore synergies and build partnerships with research and training organizations working on access to information, transparency, and accountability issues to expand the knowledge base on this subject; 5. Oversee the implementation of the Access to Information Program’s activities in various regions, ensuring the achievement of planned results and the highest quality in all deliverables by partners; 6. Explore and develop initiatives, together with regional and in-country partners, on the use of Information and Communication Technologies to enhance access to information and transparency; 7. Coordinate with network and regional counterparts at the WB in order to explore entry points for access to information work into Operations; 8. Work with Cluster Leader and TTL on strategic issues related to the ATI program and represent the task manager and team at meetings, conferences and workshops, as necessary; 9. Elaborate TF proposals, as required, in order to raise funds according to Program needs; and 10. Manage and mentor consultants who are working on ATI and other related WBIGV initiatives.
Selection Criteria
The successful candidate will have: • Masters degree in International Relations, Governance or other related fields; • Substantive relevant work experience on multi-stakeholder governance, including multi-stakeholder access to information and transparency initiatives, and social accountability mechanisms; • Relevant experience with the organization, design, and facilitation of multi-stakeholder learning processes, including network and coalition building, and action learning; • Experience in working with a range of stakeholders on collective action problems, particularly with civil society, media and academia, as well as state actors, while facilitating dialogue and synergies among them for effective change; • Substantive work experience in access to information legislation and other transparency provisions, both before adoption and during implementation; • Experience in supervising and mentoring junior staff and small teams; • Familiarity with the Bank’s GAC agenda, current international transparency related-issues and knowledge of World Bank policies and World Bank Institute governance portfolio; • Strong interpersonal and collaboration skills, self-motivation, team orientation and ability to work across organizational and technical boundaries with ease and to build effective working relations with internal and external clients; and, • High ethical standards and deep sense of fairness. CGAP is an independent policy and research center dedicated to advancing financial access for the world’s poor. It is supported by over 30 development agencies and private foundations who share a common mission to alleviate poverty. Housed at the World Bank, CGAP provides market intelligence, promotes standards, develops innovative solutions, and offers advisory services to governments, financial service providers, donors, and investors. Access to financial services is a fundamental tool for improving a family’s well-being and productive capacity. Poor people need to borrow, save to accumulate assets, use insurance to mitigate risks such as weather that might threaten crops, and they need remittance services to transfer money to family and friends. CGAP is dedicated to helping achieve full financial inclusion so that poor households can manage their household cash flow more effectively, and at lower cost, empowering poor families by enabling them to seize opportunities, and reduce their exposure to risk. About the Position CGAP’s Technology and Business Model Innovation Program aims to improve the lives of millions of poor people by helping to expand access to financial services through the innovative application of technology, including mobile phone networks and card-based systems (“branchless banking”). Effective use of technology can dramatically reduce the cost of delivering financial services and provide convenient access to a broad range of affordable financial products to low-income populations. In some countries, it has already done so. The Program is co-funded by the Bill & Melinda Gates Foundation, the UK Department for International Development (DFID), and CGAP. The Technology and Business Model Innovation Program at CGAP advises a wide range of actors including policy-makers and regulators, technology and telecommunications firms, financial institutions, investors, and donors. CGAP has played a pivotal role in advancing the sector: developing a common language for the microfinance industry, encouraging institutions of all types to adopt good practices, informing the media and general public, and building consensus and standards among the industry’s many and varied stakeholders. Our commitment to the development of knowledge and information in the field of access to finance is considerable, and we see our investment in communications as central to our success as a thought leader and knowledge center to advance access to financial services for the poor. The Technology and Business Model Innovation Program at CGAP is organized around four streams of work.
1. Learning how branchless banking works for consumers, providers and other parties in the value chain. CGAP conducts cutting-edge research on business models, value proposition for low-income, unbanked customers, and building viable networks of cash-handling agents. Much of this analysis is released first through the technology blog (http://technology.cgap.org/)
2. Work with markets. The team has chosen to focus its work in six markets that have exhibited conditions that can support successful implementations: (a) significance in the global landscape, possessing regional influence and a sizeable unbanked population; (b) an engaged regulator that supports branchless banking; and (c) active implementations and credible business partners with which to work. We expect that this combination of conditions will make it more likely to have successful implementations that reach scale, creating more reference cases from which the industry can learn. The six focus countries are India, Pakistan, Mexico, Brazil, Ghana, and South Africa. The team is currently considering adding the West African Economic and Monetary Union to this list. 3. Policy and Regulators. Help policymakers and regulators develop the enabling environment for branchless banking which is open to innovation from business and safe for consumers and financial system stability. 4. Leveraging large financial flows to the poor. Remittances and government-to-person (G2P) payments provide substantial income to hundreds of millions of poor people worldwide, but they are rarely linked to safe, convenient and affordable financial services for recipients to manage these funds. CGAP advises governments and industry on how to link these flows and services via technology. The opportunity and challenges are described at (http://www.cgap.org/p/site/c/template.rc/1.11.137601/).

Duties and Accountabilities
As part of CGAP’s global communications strategy, the Communications Officer is responsible for planning, designing, executing, monitoring and evaluating communications activities around the development of new business models and the ecosystem of stakeholders needed to create impact for poor people globally. Within the next few years we see this work focusing particularly on six focus countries: Mexico, Brazil, India, Pakistan, South Africa, and Ghana. The work is organized around five major areas:
1. Strategic planning. Lead communications strategy for the Technology and Business Model Innovation Program. The Communications Officer should be a creative and strategic thinker, capable of identifying new opportunities, assessing risks, and most importantly, impacting audiences CGAP seeks to influence.
2. Outreach. Leverage diverse channels for outreach campaigns and community engagement, which will include conceptualizing and writing web content, organizing (virtual and in person) events and conferences, advising on team participation in global events, engaging through social media, writing press releases, managing the CGAP Technology blog, and editing and contributing to the writing of blog posts and CGAP publications. The Communications Officer will play a critical role in evaluating and developing new communications opportunities for the Technology Program to further develop effective relationships and influence the global community coalescing around branchless banking.

3. Greater global impact. In coordination with team members who lead work on specific learning agendas and work in focus countries, design and implement communication plans to make this work more effective.

4. Relationship management. As required, manage relationships with key external partners and stakeholders e.g. donors, GSMA, AFI, etc. in co-ordination with other CGAP staff.
5. Monitoring communications impact. Measure and track the impact of specific communications and outreach activities for the program as part of CGAP’s overall communications impact measurement. The Communications Officer will report jointly to the Head of the CGAP Technology and Business Model Innovation team and CGAP’s Head of Knowledge Products and Communications.

This position is located within the Office of the High Commissioner for Human Rights (OHCHR) in Mexico. The Security Officer in OHCHR Mexico reports directly to the Head of the Office and to the Senior Security Manager in OHCHR Geneva through the Field Safety and Security Coordinator. Responsibilities

Review and monitor the situation in Mexico with specific regard as to how it relates or may have an impact on OHCHR activities in the country;
Advise the Head of  the Mexico office with regard to all security-related matters and  develop tactics, techniques and  procedures in accordance with the provisions of the UN Security Management System for the safe conduct of OHCHR operations in Mexico;

Establish contacts with local security authorities in Mexico City as well as the regions to ensure their support for  the security of OHCHR staff and assets;
Establish contacts with civil society leaders as appropriate, especially in the regions,  to obtain protective information related to the security of OHCHR staff and assets;
Establish, in coordination with the Designated Official and DSS Security Adviser, emergency and evacuation procedures for OHCHR staff in Mexico and ensure office integration with the country Security and Evacuation Plan;
Ensure that OHCHR Mexico reaches and maintains full Minimum Operating Security Standards (MOSS), as established by the Mexico Security Management Team, in all of its’ activities;
Prepare Security Risk Assessment for new OHCHR field offices and programmes;
Develop, monitor and evaluate office physical security measures for all OHCHR premises in Mexico, and establish appropriate access control procedures;
Determine need for, and provide training and advice to OHCHR staff and dependants on residential security measures in Mexico;
Ensure availability and proper functioning of security-related communication systems;
Establish procedures for and supervise investigations and reporting of accidents or security-related incidents involving OHCHR staff, dependants or assets;
Assume responsibility for guard force management at all OHCHR premises;
Arrange all security aspects of visits by senior OHCHR managers as necessary;
Work very closely with and in support of the DSS Security Advisor in Mexico to ensure maximum coordination between OHCHR and the DO/SMT;
All other security-related duties as assigned by the supervisors.

Competencies

PROFESSIONALISM– Excellent knowledge of security management, combined with solid background of military or other security specialisation and some political and social knowledge of Mexico; good technical skills to understand and consolidate the varying specialisation such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security management. Ability to work under difficult conditions and high level of stress.
COMMUNICATION– Good communication skills, both oral and written.
TEAMWORK– Good interpersonal skills; ability to establish and maintain effective working relations with all appropriate people

Education

First level university degree (BA or equivalent) with a focus on security management or related disciplines. Also relevant would be military or police academy degree (at officer’s level) or the non-degree equivalencies as determined by the Inter Agency Security Management Network based on UN OHRM standards.

Work Experience

At least 5 years of relevant experience with security management, if possible in the police or military context, alternatively in companies providing security related services. Proven experience of working in difficult environments under challenging conditions. Knowledge or experience in the area of human rights or international humanitarian law would be an asset.

Languages

Fluency in English and Spanish.

* Direct involvement in the preparation, review and submission process for US international tax reporting for GE’s domestic and non-US affiliates.
Qualifications/Requirements:    * “YOU MUST BE ABLE TO SATISFY THE REQUIREMENTS OF SECTION 19 OF THE FEDERAL DEPOSIT INSURANCE ACT.”

* Bachelor’s Degree in Accounting with at least 8 years of public accounting and/or corporate experience in federal corporate and international taxation with at least 5 years specifically focusing on US international taxation.

* Experience, either client service or in-house, with large, multinational companies.

* Working knowledge of US tax rules relating to international acquisitions and reorganizations and the related US international tax reporting requirements.

* Strong accounting, analytical, interpersonal and communication skills.

* Good computer and process improvement skills.

* Competence with Microsoft Office products or other common tax database tools.

* Willingness to travel 10% of the time.

* Willingness to work out of an office in Stamford, CT.

Amgen Job Description    Manufacturing Engineering is a global process development function that facilitates the definition, implementation, and improvement of drug substance process technologies across the manufacturing network. We are seeking a team member to support downstream unit operations (filtration, chromatography, centrifugation, etc.). The position requires Independent application of engineering principles to the practical design, implementation and optimization of process unit operations and equipment. The engineer will tackle a wide variety of challenging projects examples include: evaluation and documentation of process requirements; support of large capital projects; develop, execute, and analyze engineering test plans and experiments; evaluation and development of equipment design for new technologies; and troubleshooting of existing systems. Responsibilities include documentation of activities and presentation of results at department and project meetings with minimal supervisor guidance. Will represent PD to other organizations within the company while building and maintaining effective collaborations.
