The Information Management and Technology (IMT) is the
Information Technology division within the World Bank. It provides core IT infrastructure and business application services to the World Bank, including the Washington DC headquarters and the Country Offices. The WB IT strategy is designed to align IT initiatives with the Bank’s business strategy and with the overarching objective of ensuring that end-users have uniform and ease of access to information and systems from either HQ or Country Offices. The management of most of the end-user IT services, business solutions and the underlying technology infrastructure is centralized with IMT. The Technology and Engineering department (IMTTE) is responsible for providing and maintaining the IT infrastructure framework on top of which business applications and customers are serviced in an efficient and cost-effective manner. The organization strives to provide quality services to meet a variety of business requirements and its performance is regularly assessed by means of industry relevant benchmarks and annual certification/compliance with standards frameworks such as SOX, ISO2000, and ISO27001. The IMTTE scope of activities is composed of a wide range of services including Data Center operations, Global Network, Telecommunications, Video-Conferencing, Desktop and server support for Windows, UNIX, and Linux, Email, Collaboration, Portals, WEB, Financial & HR platform support including SAP and PeopleSoft. The services are tightly integrated and standardized in a way to provide 24x7 availability and transparency to some 13,000 users spread throughout DC headquarters and country offices. The Global Communications Unit (IMTGC) of IMTTE is responsible for providing worldwide communications services for the World Bank Group in its offices in more than 130 countries worldwide. IMTGC is implementing a next generation Integrated Communications Platform (ICP) project, based on Cisco technology, that will ultimately integrate voice, video, email, collaboration, instant messaging and other communication tools within a single IP-enabled system serving all WBG offices. The initial implementation of the ICP, currently in final planning stages, will provide voice and related services. IMTGC is also exploring Cisco Telepresence and similar immersive video technologies to enhance its existing worldwide video conference services, which today are based on a Polycom platform. The Integrated Communications and Mobility (ICM) Team of IMTGC provides telecommunications services including telephony and messaging applications, call center applications, cellular global phone services, central facsimile services, and video conferencing services for approximately 10,000 World Bank Group Staff at the Headquarters in Washington DC. The team is also responsible for mobility infrastructure and Unified Communications and mobility solutions. Additionally, this team is engaged in a major initiative called the Integrated Communications Platform (ICP), which, over the next several years, will completely overhaul and upgrade the World Bank’s legacy voice and video infrastructure and services globally. ICP will introduce a standards-based platform that will be the foundation that transforms the Bank’s communications infrastructure to fully integrate voice, video, mobility and collaboration solutions. The work program of the ICM Team includes all aspects of service delivery, including engineering and technical design, system administration and operations, service and SLA management, vendor management, procurement and
contract management , budget review,
project management , compliance with institutional policies, and interfacing with other teams within and outside the department. ICM Team is seeking to recruit a Telecommunications Officer to support video services. The Video Services team is responsible for providing Videoconferencing, Video Streaming, Digital Recording, Digital Conversion, and Hosting services for the World Bank Group. The Video Communications Engineer will provide the strong technical leadership and support required in maintaining current infrastructure for real-time services over the Internet Protocol (IP) based global networks consisting of a VSAT based Global Communications Network and commercially available Multi Protocol Label Switching (MPLS) Networks. Duties include writing of technical specifications for service and product procurement, coordination of trouble resolution efforts in a multi-vendor environment, data analysis and reporting, vendor management and review of contract compliance. Telecommunications Officer will additionally be responsible for establishing project plans, schedules, and documentation including configurations, support processes and operating procedures, training materials and deployment plans for new services and applications. The selected candidate will support the senior team lead of the unit as it relates to current and future infrastructure, and serve on tasks and initiatives of varying size as assigned by the senior team lead.Configure, upgrade and maintain Polycom HDX 8000 and 9000 codecs, and the suite of Cisco C series codecs. Conduct interoperability testing between the Polycom and Cisco video infrastructures and endpoints. Participate in the migration from the current Polycom video infrastructure to a Cisco Telepresence infrastructure including Cisco Video Communication Server (VCS), Cisco Multipoint Control Unit (MCU), and Cisco Telepresence Management Suite (TMS). Conduct interoperability testing and integration of the World Bank’s Integrated Communications Platform (ICP) with the Global Videoconferencing infrastructure. Coordinate installation and operation of Cisco CTS 3010 Immersive Telepresence systems including access to Telepresence Community. Manage the deployment of existing CMA Desktop and Virtual Meeting Rooms. Participate in the planning and migration to a Cisco voice and video desktop client. Conduct certification tests of newly installed videoconferencing systems throughout the World Bank global network using AGT Fathom test equipment. Manage daily video conferences and monitor high-level events. Train technicians and engineers on operation, maintenance and troubleshooting of all video services equipment used by the IMTIC video team. Operate the World Bank’s video streaming and digital recording infrastructure (currently using Windows Media servers and Polycom RSS 4000 recorder).This position is part of the World Bank’s Information Management and Technology family of jobs. Accordingly the Information Management and Technology board sets overall guidance for all jobs within the IMT family. Education and Experience Masters Degree in a related technical discipline to the telecommunications field, or equivalent combination of education and experience. Bachelors Degree is minimum educational requirement, with minimum of 7 years of relevant experience. Minimum 5 years of relevant experience in Video Technologies. Extensive hands-on experiences in Polycom and Cisco video technology. Extensive experience in designing and implementing video technology solutions.
