Global Communities is seeking a Humanitarian Assistance Officer to join its International Operations team at the Headquarters in downtown Silver Spring, Maryland.
Within the small, fast-paced Office of Humanitarian Assistance, the Humanitarian Assistance Officer is primarily responsible for select program management tasks for humanitarian assistance and recovery programs. He/she provides technical advice to relevant program staff; supports new humanitarian assistance and recovery program development efforts; and enhances Global Communities’ emergency response capacity. Primary job responsibilities include:
Ensures deliverables of rapid onset and on-going humanitarian assistance and recovery programs are met through coordination with relevant teams and departments.Supports or in select circumstances, leads effective program financial management and adherence to financial and contractual policies and procedures.Acts as technical writer, technical advisor and reviewer on relevant humanitarian program development initiatives.Participates in field humanitarian needs assessments in rapid-onset and on-going emergency settings, and serves in various roles on emergency response teams as required. Produces succinct written and oral summaries and analyses of humanitarian conditions.Contributes to the development and implementation of the overall Global Communities humanitarian assistance strategy.Represents Global Communities at relevant coordination forums. Establishes and maintains excellent working relationships with other humanitarian assistance personnel.Undertakes all other duties and projects as may be assigned from time to time.Required Skills
Demonstrated knowledge of international humanitarian response and recovery program methodologies, monitoring and evaluation techniques, and grants administration.Ability to manage, track and report on budgets and program financial data.Proficient in the use of Microsoft Suite. Comfortable working with large amounts of data and Excel spreadsheets.Strong program design and management skills in a complex, humanitarian environment.Demonstrated technical abilities in any of the following areas preferred: economic recovery and market systems (ERMS), urban response programming, humanitarian protection and gender-based violence efforts, livelihoods and food security, water, sanitation, and hygiene (WASH), GIS/mapping.Experience working successfully in cross-cultural and multi-disciplinary settings.Excellent problem-solving and analytical skills, alongside the ability to interpret documents and spreadsheets, analyze information, and develop strategies.Excellent written and oral communication skills in English, written and oral. Foreign language skills preferred, especially Arabic or Spanish.Ability to work effectively in an atmosphere of shifting priorities and deadline pressure.Excellent organizational skills. Ability to work independently in a fast-paced environment and meet conflicting deadlines with a minimum of supervision.Ability to mobilize, often with no more than 24 to 48 hours’ notice, to challenging and insecure environments. Willingness to travel approximately up to 30% of the time.Ability to establish and maintain excellent working relationships with other humanitarian assistance actors, including donors.Experience Required
Bachelor’s degree in business or international affairs related degree.A minimum of 3 years related experience, with at least one year working in an international humanitarian setting.Experience managing disaster response and recovery activities.Must have U.S. work authorization.EOE/M/F/V/D
