Org. Setting and Reporting
This position is located within the Office of the High Commissioner for Human Rights (OHCHR) in Mexico. The Security Officer in OHCHR Mexico reports directly to the Head of the Office and to the Senior Security Manager in OHCHR Geneva through the Field Safety and Security Coordinator. Functional responsibility for security rests with the Head of the Office supported by the OHCHR Safety and Security Section.
Responsibilities
Review and monitor the situation in Mexico with specific regard as to how it relates or may have an impact on OHCHR activities in the country;
Advise the Head of the Mexico office with regard to all security-related matters and develop tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of OHCHR operations in Mexico;
Develop and distribute relevant standard operating procedures (SOPs) for office security and field operations;
Develop and ensure the deliverance of appropriate security training to all OHCHR staff assigned to the Mexico Office (special emphasis to be placed on hostage survival and counter surveillance);
Make sure that staff and drivers engaged in driving UN vehicles or rented vehicles for official purposes are fully trained in safe driving procedures.
Establish working relationship with all other security elements of the UN Security Management System via the UN Security Cell to ensure maximum security coordination;
Establish contacts with local security authorities in Mexico City as well as the regions to ensure their support for the security of OHCHR staff and assets;
Establish contacts with civil society leaders as appropriate, especially in the regions, to obtain protective information related to the security of OHCHR staff and assets;
Establish, in coordination with the Designated Official and DSS Security Adviser, emergency and evacuation procedures for OHCHR staff in Mexico and ensure office integration with the country Security and Evacuation Plan;
Ensure that OHCHR Mexico reaches and maintains full Minimum Operating Security Standards (MOSS), as established by the Mexico Security Management Team, in all of its’ activities;
Prepare Security Risk Assessment for new OHCHR field offices and programmes;
Develop, monitor and evaluate office physical security measures for all OHCHR premises in Mexico, and establish appropriate access control procedures;
Determine need for, and provide training and advice to OHCHR staff and dependants on residential security measures in Mexico;
Ensure availability and proper functioning of security-related communication systems;
Establish procedures for and supervise investigations and reporting of accidents or security-related incidents involving OHCHR staff, dependants or assets;
Assume responsibility for guard force management at all OHCHR premises;
Arrange all security aspects of visits by senior OHCHR managers as necessary;
Work very closely with and in support of the DSS Security Advisor in Mexico to ensure maximum coordination between OHCHR and the DO/SMT;
All other security-related duties as assigned by the supervisors.
Competencies
PROFESSIONALISM– Excellent knowledge of security management, combined with solid background of military or other security specialisation and some political and social knowledge of Mexico; good technical skills to understand and consolidate the varying specialisation such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security management. Ability to work under difficult conditions and high level of stress.
COMMUNICATION– Good communication skills, both oral and written.
TEAMWORK– Good interpersonal skills; ability to establish and maintain effective working relations with all appropriate people
Education
First level university degree (BA or equivalent) with a focus on security management or related disciplines. Also relevant would be military or police academy degree (at officer’s level) or the non-degree equivalencies as determined by the Inter Agency Security Management Network based on UN OHRM standards.
Work Experience
At least 5 years of relevant experience with security management, if possible in the police or military context, alternatively in companies providing security related services. Proven experience of working in difficult environments under challenging conditions. Knowledge or experience in the area of human rights or international humanitarian law would be an asset.
Languages
Fluency in English and Spanish.
Assessment Method
A written test and competency-based interviews will be used to assess short-listed applicants.
