This position is located in the UNODC New York Liaison Office (NYLO), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Chief, NYLO
Responsibilities
Member States have requested UNODC to analyze transnational organized crime threats. In the framework of UNODC’s research and trend analysis programme and under the supervision of the Chief, NYLO, the Research Officer (Analyst), working closely with UNODC Studies and Threat Analysis Section (STAS), will be responsible for analyzing, and preparing reports on, transnational organized crime (TOC) threats at the global and regional levels. The reports will also, where appropriate, assess the linkages between TOC development and security issues. The information contained in the reports will assist the international community in identifying, and responding to, transnational organized crime threats. He/she will develop assessment methods, undertake or support collaborative threats assessments, draft reports and disseminate findings, and supervise consultants and outputs placed under his/her responsibility.
In particular, the Research Officer (Analyst) will perform the following duties:
1. Undertake substantive research on assigned topics:
• Undertake analysis of transnational organized crime threats.
• Liaise with experts, officials and research institutions in the identification of sources, methodologies and partners.
• Further develop UNODC TOC threat assessment methods and approaches.
• Develop and maintain networks of experts for information exchange and collaboration.
• Identify, select and ensure correct usage of UNODC data and information resources as they relate to the assessments undertaken.
• Provide technical guidance and support to field-based analysts.
• Provide substantive support, inputs and quality control for regional threat assessments undertaken by UNDOC Field Offices and their counterparts.
• Collect, organize and store sources and information with a view to ensuring the wider application of research by eventual incorporation into UNODC’s data bases/information management system once threats assessments are completed.
• Cross check and verify accuracy of sources, draft text and bibliographical referencing.
2. Produce draft material and finalize reports:
• Produce draft text of publishable quality.
• Pre-edit and cross check draft text.
• Follow-up on internal and external peer review and internal clearance processes.
• Incorporate comments, edits and finalize draft reports.
• Draft documents and briefings which are supplementary and complementary to assigned reports.
3. Supervise the programme resources and implementation placed under his/her responsibility:
• Supervise consultants assigned to threat assessments and monitor and appraise their performance.
• Set workplan and deadlines and coordinate their work.
• Provide inputs for the preparation of TOC assessments-related project/programme revisions, project reports and briefing notes on activities and related topics.
• Participate as may be required in related advocacy and fund raising activities.
4. Participate in dissemination of findings, publications and reports:
• Prepare briefings, summaries and presentations for senior managers, executives and the media.
• Participate in launch events and press conferences.
• Participate in technical conferences, seminars and workshops.
• Ensure all data and research from the assessments is maintained for other and future uses in UNODC.
5. Undertake any other activities as may be required.

Education
Advanced university degree (Master’s degree or equivalent) in Social Sciences or related area. A first-level university degree in a related area in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in analytical work at the national or international level, with a particular focus on topics relevant to the functions of the post is required. Experience in collaborative research, including at the international level and on transnational organized crime, resulting in the production of reports/publications is required. Proven analytical skills and fluency in standard social science research protocols, methods and tools are required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, with ability to draft clearly and concisely, is required. Knowledge of French is desirable. Knowledge of other UN official languages is an asset.
