The Role:
The Project Engineer (PE) is accountable to coordinate multidiscipline engineering and project activities, and assure good interdisciplinary coordination to deliver a project design that is safe, efficient, cost effective, and delivered in a predictable, controlled, and safe manner. The PE will coordinate the technical resources and various client resources to help assure the project objectives are met. Support the Project Leader and team to assure the project objectives in HSE, quality, scope, schedule, and budget are delivered. The Project Engineer will achieve these objectives by fully utilizing the Company project management standards, procedures and recommended practices.
Communicate staffing deficiencies and performance to the Project Leader.
Communicate technical and project management issues and risks to the team and Project Leader.
Maintain clear and organized documentation of communications and directions between contracted groups and project management team.
Monitor project execution against the plan. Modify work activities as needed to maintain the planned schedule, budget, quality of work product, and work scope.
Communicate project status and changing risks to team members and the Project Leader.
Support and demonstrate leadership with all HSE activities and all HSE management tools.
Deliverables:
Project Planning
Revise components of the Project Execution Plan (PEP) as assigned by the Project Lead. Compile revised PEP input from other project team members.
Monitor project execution against the plan. Communicate deviations that may be scope changes using the project change management process and update the PEP with approved changes.
Monitor project risk areas to identify and mitigate significant changes in the risk management plan. Update the risk management plan, as needed.
Project Execution and Control
Work with Environmental permitting specialist to plan and provide all support documentation required to secure project permits.
Plan, coordinate, and manage the execution of final engineering and design phases to ensure scope control and product quality, schedule adherence, and cost performance to plan.
Technical Team Leader
o Coordinate the engineering support for material and services procurement required to design, fabricate, and install the required facilities.
o Coordinate the constructability input, fabrication and construction activities needed to build and install the required facilities.
o Coordinate Company Discipline Engineering reviews, input, materials and equipment selection requests, advice, and requirements to the design team.
o Utilize project change management system to document, evaluate, and control all technical changes the project scope, cost, schedule, quality, and projects design purpose.
o Assure process hazard review and safety in design standards are used and documented.
o Assure specification deviations and specification adaptations are identified, documented, and approved by the technical authority.
o Monitor and control design activities and deliverable quality to the projects budget, and schedule requirements.
Participate in the maintenance of the Risk Register and monitor/mitigate any risks that the Project Engineer has been assigned to manage.
Project Closing
Monitor and manage resources required to implement the project close out plan for example, close the execution phase of the project and execute the activities required to secure all signatures on the close out check lists.
Essential Skills / Qualifications:
Required Qualifications
Legally authorized to work
Bachelors degree in engineering.
5 years experience in project engineering / capital projects
5 years experience in Alaska upstream oil and gas industry facilities projects
Ability to travel regularly to the North Slope
Desirable Skills / Qualifications:
Preferred Qualifications
Professional Engineering License
PMP Certification.
Understanding of project scheduling and management concepts.
Understanding of technical discipline engineering such as process engineering, piping design, instrument and electrical design.
Understanding of North Slope specific constructability issues, operational concerns, and maintenance requirements.
Background in facility design, facilities operations, or construction work.
Ability to work closely with engineering contractors, construction organization, operations, maintenance, drilling, and petroleum engineering groups.
Firm understanding of business objectives with a desire to develop good projects through the application of engineering and project management techniques.
Strong problem solving skills and the ability to resolve barriers to progress that arise on a daily basis.
Strong communication skills to include writing, interpersonal, conflict resolution, public speaking
