JOB SUMMARY:
This position is located at the Detroit Arsenal, US Army TACOM in Warren, Michigan. This is a busy Human Resources Office that supports approximately 6,500 civilian employees who work at the Detroit Arsenal.
GS-5 &7 You will serve in a developmental capacity with work assignments becoming progressively harder until the full performance GS-11 level is reached. This position is under the supervision of the Supervisory Human Resources Specialist within the Detroit Arsenal Civilian Personnel Advisory Center.
Management may select at either GS-05 or GS-07. Noncompetitive promotion potential to target grade of GS-11.
This is a Career Program # 10 position.
Salary includes applicable locality pay or Local Market Supplement.

You will provide staffing advisory services based on the serviced Command’s local, regional, or national staffing priorities. You will advise management on recruitment strategies, sources, special placement programs, recruitment, relocation, retention incentive programs, workforce shaping, recruitment method, and pay. You will write vacancy announcements and produce referral lists. You will provide position management and classification support to assigned organizations under various personnel systems. You will act on a variety of classification programs including Fair Labor Standards Act (FLSA), Environmental Differential Pay (EDP), Hazard Pay, Locality Wage Survey, draft classification standards, competitive level descriptions and various DA/MACOM initiatives. QUALIFICATIONS REQUIRED:
GS-05: Three years of general experience, one of which was at least equivalent to the GS-04 grade level; or a four year course of study leading to a bachelor’s degree; or equivalent combinations of experience and educations.
GS-07: One year of experience directly related to the occupation equivalent to at least the next lower grade level; or 1 full year of graduate level education or superior academic achievement; or equivalent combinations of experience and education.
Superior Academic Achievement (SAA) is defined as:
a. A standing in the upper third of your college class or major subdivision (e.g. school of business) at the time you apply.
b. A grade point average of “B” (3.0 on a 4.0 scale) or its equivalent for all courses completed: (a) at the time you apply or (b) during the last two years of your undergraduate curriculum.
c. A grade point average of “B+” (3.5 on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, either (a) at the time of application; or (b) during the last two years of your undergraduate curriculum.
d. Election to membership in one of the National Honorary societies (other than freshman societies) that meets the requirements of the Association of College of Honor Societies.
Grade point average should be rounded to one decimal point. For example: 2.95 is rounded to 3.0 and 2.94 is rounded to 2.9.

SPECIAL QUALIFICATIONS: To be minimally qualified for this position you must show in your resume that you have knowledge of one or more of the following.
Knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, & practices.
Knowledge of a wide range of HR specialization concepts, practices, regulations, precedents, & procedures; special recruiting authorities & strategies.
Ability to provide comprehensive HR services to management & employees throughout organizations serviced & analyze, evaluate & recommend appropriate resolutions to complex interrelated HR problems & issues.
Skill in serving as a consultant to managers in providing HR services & conducting detailed analyses of complex functions within serviced organizations. Knowledge of & ability to interpret & apply laws, regulations, policies, & practices to provide advice & guidance to officials, supervisors, & employees on a variety of HR functions.
Knowledge of all major functions of human resources management to include mission, functions, processes, methods & procedures.
Ability to communicate orally & in writing.
Knowledge of current HR database systems to query, retrieve, & analyze information in order to complete assignments.

Requirements:
