Background / General description
The Financial and Private Sector Development (FPD) Network has launched the FPD Global Practices (GP) program, an initiative that aims to significantly improve client impact and knowledge connectivity across the entire FPD agenda. Within this new model, a global practice on Innovation, Technology and Entrepreneurship (ITE) has been created to integrate and expand the Bank’s knowledge in this area and to respond more effectively to the increasing demands of client countries. A Service Line Manager (SLM) has been appointed as of July 1, 2011 to lead global public goods programs in the ITE area and to manage a team of experts who provide global knowledge and best practice in the design and structuring of policies and operations to foster ITE. S/he also provides leadership in building, organizing and coordinating a flexible and creative technical community of experts, with affiliation from FPD and beyond — in collaboration with the ITE Practice Manager. The Economist/Private Sector Specialist will report directly to the Service Line Manager of the Innovation, Technology & Entrepreneurship practice and will support him/her in the delivery of the technical and operational program – including a substantial amount of cross-support to regional operations (between 30% to 50%).

Duties and Accountabilities
The Economist/Private Sector Development specialist will work closely with the Service Line Manager and Practice Manager. He/she will:

• Conduct analytical work, both individually and in teams, to strengthen the knowledge base of the Bank on policies and programs to foster innovation, technology and entrepreneurship.

• Contribute to the dissemination of the Bank’s knowledge base and best practices on innovation, technology and entrepreneurship to Regional Units and to policymakers.

• Provide strategic cross-support to Regional units on lending operations and a broad range of analytical and advisory services.

• Contribute to the development of monitoring and evaluation tools to understand the impact and enhance the quality of the innovation, technology and entrepreneurship portfolio.

Selection Criteria
• Advanced degree in economics or a related discipline; minimum of 5 years of relevant work experience.

• Strong analytical skills (preferably with strong quantitative skills).

• Understanding of issues concerning innovation and entrepreneurship.

• A consistent track record of performance with a clear focus on results on the ground.

• Strong interpersonal skills with proven ability to work across organizational boundaries and in a culturally diverse environment.

• Proven ability to work in teams and elicit support from colleagues at all levels.

• Strong commitment to knowledge-sharing.

• Excellent written and communications skills.

• Fluency in English is essential, and capacity in other widely-used languages (e.g., Arabic, Chinese, French, Portuguese, Russian or Spanish) is desired.
