SUMMARY:

Responsible for oversight of sub-awards, from the pre-award phase through closeout with an emphasis on managing partner relationships and capacity strengthening.

RESPONSIBILITIES:


  1. Manage partner relations

  2. Partner and program staff capacity strengthening

  3. Oversight of subgrant awards

ESSENTIAL DUTIES:


  1. Review budgets in NDI proposals with a subgrant component, as needed.

  2. Analyze and interpret donor agreements, rules and regulations applicable to subgrants.

  3. Review subgrants awarded by NDI, assuring compliance with donor and organizational guidelines.

  4. Monitor subgrant agreement issuance making sure that deadlines are met; maintain issuance tracker and subgrants pipleline.

  5. Regularly update Federal Funding Accountability and Transparency Act Subaward Reporting System

  6. (FSRS).

  7. Monitor the effectiveness and adequacy of the subgrant administration procedures and suggest improvements. Work with the manager in implementing improvements.

  8. Train regional program staff on subgrant administration.

  9. Perform on-site assessment and training visits to subgrantees as needed.

  10. Work with Manager in developing partner capacity building tools including capacity assessment documents, training modules and materials.

  11. Contribute to development of partner organizational policies and procedures, when needed

  12. Monitor the subgrant database to ensure subgrant records are entered; prepare monthly management reports.

  13. Maintain good communication with the regional teams, and make sure regional meetings are attended by Subgrants staff on a periodic basis.

  14. Contribute to the professional development of the subgrant department staff and assist the manager in the preparation of their annual performance reviews. Assist with advertising, interviewing and hiring new staff as needed.

  15. Assist with the coordination of NDI’s annual audits and other donor specific reviews.

  16. As needed, perform managerial reviews of subgrantee financial report packages, reconcile monthly expenses and advances, prepare monthly subgrant reports and monitoring logs as well as help with annual IRS reporting and fiscal year close projects.

  17. Perform other tasks as assigned.

EDUCATION/EXPERIENCE:


  1. BS/BA in Accounting, Finance, Business Administration, or related field, and 10 years relevant experience with at least 3 years management experience;

  2. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis

SKILLS AND ABILITIES:


  1. Use judgment and decision-making to execute responsibilities and duties.

  2. Working knowledge OMB Circulars A-110, A-122 and A-133

  3. Working knowledge of USAID and Department of State rules and regulations

  4. Ability to research, analyze and interpret government regulations

  5. Analytical and problem solving skills with the ability to identify and resolve essential elements of complex subgrant management issues.

  6. Perform detail-oriented work with a high level of accuracy.

  7. Capacity to identify risks and propose solutions for managing the risk

  8. Capability to develop and implement effective strategies and tactics for accomplishing assigned duties

  9. Interact with diplomacy and tact and follow-up on requests in timely and efficient manner.

  10. Participate in professional Accounting activities and events to stay current with best practices

  11. Uses expertise and applies resources to areas of purview using technology, research skills, and relationship building among several organization teams and professional organizations

  12. Alignment and application of NDI Subgrants best practices and standards

  13. Uses management principles to affect change and enhancements

  14. Ability to implement business processes in a decentralized environment

  15. Written and verbal communication skills to effectively present information, strengthen capacity, respond to questions, and write reports, policies and procedures, and other critical documents

  16. Work independently with initiative to manage conflicting priorities, high volume and sensitive work flow, may structure work of team or project members.

  17. Working knowledge of international grant, budget and accounting procedures, particularly in resource constrained countries.

  18. Computer skills, including working knowledge of word processing, spreadsheet and database applications, as well as experience with accounting software, e.g. QuickBooks

TYPE AND NATURE OF CONTACTS:


  1. Routine coordination with NDI employees, consultants and external individuals including vendors and partners.

  2. Coordinate work assignments with colleagues, and organize work efficiently.

  3. Interact with NDI management.

  4. May supervise one or more staff members.

WORKING CONDITIONS:


Occasional local travel for conferences and professional meetings; normal office work environment conditions; 10-15% international travel
