The OCFO is looking for a Subcontracts Administrator whom will report to the Goods/R&D Manager, the Contract Administrator procures a wide variety of goods and services that will support the work of the Lab. Management of contracts is critical to Laboratory programs and handling procurements are governed by the Lab’s Prime Contract, the Laboratory Procurement Standard Practices; Berkeley Lab Supplemental Instructions; and generally accepted best business practices.


WHAT YOU’LL DO:


  • Primary management of contracts in the following areas: simple to moderately complex commodities, lab supplies and equipment, fabrications, lease analysis and lease-to-own (LTO) transactions.

  • Also management of the following contracts: simple to moderately complex research and development, and cost type contracts, consulting, service and maintenance contracts.

  • Supports Goods/R&D personnel in performing the following procurement activates:

    • Plan and define requirements with technical and professional requestors.

    • Source selection when applicable and qualify sources when necessary.

    • Preparation of Requests for Information, Quote, or Proposal.

    • Assist as needed with pre-proposal conference and site visit.

    • Coordinates evaluation of proposal with requestor.

    • Assist with price or cost analysis as required.

    • Assist with negotiating term and prepares necessary justification documentation.

    • Arrange for execution and distribution of contract.


  • Execute those transactions within delegated authority.

  • Monitors progress on work accomplished.

  • Resolve any conflicts.

  • Negotiates amendments, modifications, and change orders to contract.

  • Monitors expenditures by means of reports and invoices.

  • Reviews invoices as necessary to assure that invoicing and proposed payments are in accordance with terms of the subcontract.

  • Recommends resolution of disputes and subcontractor claims; takes appropriate action on claims of sub-subcontractors and suppliers.

  • Upon completion, performs subcontract closeout action as necessary per the type of subcontract.

  • Maintain successful relationships with customers and contractors.

  • Meets the needs of the customer to deliver goods/services in a timely and cost effective manner.

  • Participates actively in quality, process improvement and re-engineering efforts.

  • Helps fulfill the overall goals of Procurement by performing additional tasks as assigned when the need arises.

  • Learns to use PeopleSoft and related procurement tools in support of daily functions.

  • Electronically sign and filing of contract.

WHAT WE’RE LOOKING FOR:

  • 2 to 3 years of experience as a contract administrator, buyer or equivalent combination of experience and education.

  • Demonstrated working knowledge of the administration of a variety of contract types.

  • Effective interpersonal, negotiating, oral and written communication skills.

  • Proficient in MS Word and Excel.

  • Demonstrated organizational, decision-making, and problem-solving skills to solve moderately complex issues requiring sound judgment, discretion and tact.

  • Detail oriented with strong demonstration of successful work in supporting team efforts.

  • Must maintain a high level of accuracy and attention to detail.

  • Ability to work well under pressure and successfully meet deadlines.

  • Ability to apply standard LBNL Procurement Standard Practices, Federal Acquisition Regulations and DOE Acquisition Regulations.

In addition to the above, the Sr. Subcontract Administrator responsibilities:

  • Demonstrated 3-7 years of experience as a contract administrator, buyer or equivalent combination of experience and education.

  • Some experience with Service Contract Act and/or Davis Act requirements or equivalent state and/or local labor requirements.

Desired Qualifications:

  • Bachelor’s degree.

  • Certification (CPM, CFCM, CCCM, CCPM).

  • Familiarity with applicable LBNL Procurement Standard Practices, Federal Acquisition Regulations and DOE Acquisition Regulations.
