Reporting to the Director of ICAP’s Clinical and Training Unit, the Clinical Officer, Pediatric HIV Care and Treatment is responsible for technical planning and implementation of an international technical assistance (TA) program, with a focus on pediatric HIV care and treatment and prevention of mother to child transmission (PMTCT) of HIV. Leads project teams to provide technical direction and support to Ministries of Health and other local governmental and non-governmental organizations on multiple TA projects focused on a variety of potential technical areas such as adaptation of national guidelines, development of national protocols, assistance with national strategic planning and scale-up efforts, strengthening program supervision and support for quality and quality improvement efforts.


This position is grant funded.

Major Accountabilities


  • Responsible for the technical design, planning, implementation and evaluation of a variety of GTA projects related to Pediatric HIV care and treatment and PMTCT.

  • Serves as the technical link with/liaison to CDC, the GFATM, Ministries of Health and other collaborating local organizations to generate work plans and corresponding budgets, training programs, evaluation plans, and content for meetings, workshops and conferences.

  • Facilitates ICAP’s engagement of international technical partners and consultants, as needed, to fulfill specific elements of individual project work plans, and monitors/tracks the work assignments made to ICAP’s collaborating TA partners.

  • Participates as ICAP’s technical lead in monthly and quarterly project planning and evaluation meetings with relevant CDC staff and staff from GFATM and local partners.

  • Assists in the generation and presentation of project reports, publications and presentations.

  • Participates with other Clinical & Training Unit pediatric and PMTCT specialists in the development and/or refinement of materials related to pediatric HIV care and treatment and PMTCT, including technical updates, clinical guidelines, protocols, algorithms, dosing guides, training materials and other clinical support tools.

  • Performs other duties, as assigned.

Education


  • MD, DNP, or professional equivalent

  • Masters’ degree in Public Health (MPH) preferred

Experience, Skills & Minimum Required Qualifications


  • Minimum two (2) years of experience developing public health programs and providing technical support related to pediatric HIV care and treatment and PMTCT in resource-limited settings

  • Minimum two (2) years of experience in clinical management of children with HIV infection and HIV exposure

  • Strong knowledge of clinical issues related to the management of HIV, TB and other related conditions in children, including early infant diagnosis, ART, and PMTCT

  • Excellent understanding of public health approach to ART

  • Excellent writing and quantitative skills including the development of clinical guides and training materials as well as the development measurable objectives, operational plans and measurable indicators/targets for public health programs and projects

  • Excellent communication skills (written and verbal English) to interact regularly with other ICAP team members and ability to establish and maintain effective working relationships with donors, implementing partners and other stakeholders

  • Experience working in technical teams, as well as working independently with minimum supervision

  • Proficient in Microsoft Office applications (e.g., Outlook, Excel, Word, etc.)

Experience, Skills & Preferred Qualifications


  • Experience with PEPFAR and/or Global Fund programs

  • Prior clinical research or program evaluation experience

  • Knowledge in Quality Improvement (QI) methods

  • French or Portuguese language skills desired

Travel Requirements


  • Requires international or domestic travel up to 20% time
