Leading IRC"s work globally, the International Programs Department (IPD) comprises over 18,000 staff working across 33 countries, with an annual budget of almost US$500 million. We are made up of 5 geographically-focused Regional Units, our Emergency Preparedness & Response Unit, and our HQ-based administrative and support team.
Job Overview/Summary:
Based in New York and reporting to the Vice President, International Programs, the Deputy Vice President, International Operations & Business Systems (DVP-IOBS), will be IPD"s operations lead, ensuring that systems and processes are tailored to the needs of the field, optimized for efficiency and accessibility, and compliant with organizational and donor requirements. S/he will coordinate closely with regional and country leadership to identify gaps and support needs across our operations and to craft solutions accordingly. The DVP-IOBS will be the primary representative of our field programs in working with HQ departments on the development of new, and improvement of existing, operations and business systems. S/he will work closely with HQ counterparts to ensure that necessary ad hoc and ongoing support is available for training and capacity development at field level, and that change management takes account of field capacity and priorities, and other HQ-led initiatives.
Major Responsibilities:
Operations and business systems:
- Assure that systems and processes across the International Programs Department for supply chain, human resources, grants management, budgeting and financial management are highly efficient, user friendly, and compliant with organizational and donor requirements.
- Lead reviews of IPD policies, procedures and processes to identify redundancies, inefficiencies or weaknesses, and implement necessary corrective actions.
- Support the development of a "one IRC" approach to grants management and the establishment of the Awards Management Unit.
- Ensure that technology solutions for core business functions are integrated and optimized for IPD"s needs and operating reality.
- Represent International Programs to HQ support departments, ensuring that departmental needs, priorities and capacity are taken into account in planning and resourcing decisions.
- Ensure that design and roll-out of new operational processes and systems is well-coordinated with regional and country leadership teams.
- Identify and establish a monitoring system for key performance metrics for operations functions of international programs.
Safety & Security:
- Assure effective oversight of IPD safety & security management systems and processes, including that country security management plans are updated and contextually appropriate.
- Oversee the development and implementation of a coordinated plan of security training for international programs staff.
- Support Regional Directors to periodically review the security management phases and preparedness of high-risk country programs.
- Support the development of a system for sharing key security updates and analysis with relevant staff in a timely manner. Identify trends in security threats and work to formulate appropriate response strategies.
- Support HQ crisis management in the event of critical incidents.
Risk management:
- Develop and maintain a system for departmental risk identification and mitigation which aligns with organizational risk management efforts.
- Work with Regional Directors and the General Counsel to maintain an updated register of current and potential liabilities.
- Partner with the Directors of Internal Audit and Integrity & Accountability to ensure timely and appropriate follow-up to violations of the IRC Way.
- Advise RDs and country teams on risk management and mitigation.
IRC Strategy 2015-2020:
- Act as International Programs departmental business owner for strategic Infrastructure initiatives and the IT Roadmap.
- Represent IPD on the Operations and Resources Board and other fora.
- Act as departmental focal point for coordination and follow-up of operational support needs arising from country Strategy Action Plans.
Departmental leadership:
- Act as IPD focal point for organizational design and change management.
- Oversee talent development of key operations staff, in particular Deputy Directors of Operations.
- Oversee the departmental budget and ensure excellent financial management of departmental resources.
- Ensure smooth administrative and operational functioning of the International Programs Department.
- Develop and manage IPD"s Roving Country Director team, matching deployment schedules to priority program needs
External relations:
- Forge value-added partnerships for the IRC with the private sector, NGOs and others in support of operational excellence.
- Represent IRC as needed to external donors and partners.
Position Requirements:
- MBA or other relevant post-graduate qualification.
- At least 15 years of relevant professional experience, demonstrating increasing responsibility with oversight of operations functions in international NGOs or equivalent.
- High level of competence leading change management, with a demonstrable ability to successfully design and lead complex organizational projects.
- Strong understanding of NGO business models and regulatory requirements
- Superb interpersonal, communication, relationship-building and negotiation skills.
- Excellent time management and organizational skills.
- Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.
- Must be willing and able to travel to areas of IRC operations, occasionally for extended periods.
- Culturally sensitive, able and interested in working with a multi-ethnic team.
- Must be able to work independently with minimal supervision, while being a team player.
- Fluency in English is essential, French and/or Arabic skills are highly desired.
