PSI seeks a Deputy Director (Research) for the Evidence For Implementation (EFI) Department. The successful candidate will have expertise in the research to practice continuum, strong skills in research design and methodology, and a proven track record in promoting research utilization. The EFI Department is responsible for the provision of technical guidance and leadership to Regional Advisers for research and monitoring, and PSI country platform research and monitoring teams.
This position will work closely with the EFI Deputy Director (Monitoring) and both positions report to the EFI Director. S/he will provide research support to improve evidence-based decision-making in PSI’s health programs across the developing world. S/he will work collaboratively with other departments providing guidance around research activities, and work closely with Regional Researchers to ensure that global best practice is enacted in our work and drives improvement in health programs across the PSI network. S/he will be responsible for developing a knowledge management and knowledge transfer strategy in order to ensure that innovation and learning is mainstreamed across all PSI country programs and is effectively shared with partner organizations, and key stakeholders including donors.
The position will be based in Washington DC and will likely entail 25% travel to PSI country offices globally.
RESPONSIBILITIES:
The Deputy Director, Research, Evidence for Implementation will be responsible for following:
- Provide technical support to Regional Researchers to ensure that they have access to tools and guidance required to help country programs execute their annual research plans which include population based surveys, market research and qualitative studies across the health areas that PSI works in
- Capacity building and backstopping for research
- Undertake regular capacity assessment with Regional Researchers and country office researchers and find ways to develop key skills in cost effective way.
- Coordinate between the various providers of technical assistance (TA) for research; ensure that needed TA and support is accessible to PSI country programs to meet both their needs and wider organizational priorities.
- In-house Expert on research
- Be the in-house expert on at least two of the following technical skills: qualitative research, advanced analysis skills in Stata including longitudinal research, proposal writing, marketing and advertising/communication research techniques, small scale randomized experiments. Take lead on rolling out capacity building initiatives relating to the expertise.
- New Business Development
- Work with business development teams in headquarters and in country offices to develop responsive research, M&E plans, and contribute to proposals as needed.
- Work with others to promote use of appropriate frameworks including Total Market Approach and logic models in proposals.
- Knowledge Management
- Identify and share methods and tools that respond to PSI/s organizational needs and donor priorities. Keep the regional TAs up to date on relevant innovative health and marketing approaches occurring in the health and development fields more broadly.
- Strengthen knowledge management between regional TA and country platforms. Work with regional TAs to identify field-developed approaches and innovations that promote and support better decision-making; promote access and use of such approaches.
- Support EFI’s effort to promote the dissemination and utilization of research findings in a number of formats including internal and external presentation, institutional publications, journal articles, conference presentations and other audience-centered approaches.
QUALIFICATIONS:
- Master’s degree (MA, MPH, MSc) in public health or relevant field of social science
- At least 10 years of professional experience in providing technical support to multi-country teams for research, including field experience in developing countries
- Experience of delivering appropriate research technical services to support program design, implementation and evaluation.
- Experience with social marketing, behavior change communications, behavioral choice designs and choice architecture preferred.
- Advanced analysis skills with Stata including experience analyzing longitudinal surveys strongly preferred. Experience with market research techniques such as cluster analysis, conjoint analysis, pricing, and pretesting preferred.
- Experience in developing learning materials and tools to support technical guidance for research
- Excellent spoken and written communication skills.
- Demonstrated collaboration and coordination skills.
- Proven experience in successfully building capacity and mentoring of research advisers.
- Ability to develop partnerships with senior management, regional TAs and platform based teams
- Familiarity with donor-funded international development projects
- Outstanding interpersonal skills
- Willingness to travel internationally and domestically as needed.
