United States of America: Design Report on 20 Years of the UNICEF MICS Programme - Consultancy

Organization: UN Children"s Fund

Country: United States of America

Closing date: 15 Jun 2015

Background & Rationale:

UNICEF is responsible for monitoring the situation of children and women and tracking progress through data collection and analysis. Furthermore, UNICEF is responsible for coordinating and supporting, at a global level, the Multiple Indicator Cluster Surveys (MICS) that assists countries with data collection. The data from MICS are used extensively in UNICEF’s flagship publications such as *The State of the World’s Children*and *Progress for Children*as well as throughout sector-specific reports, academic analysis and monitoring of national goals.

In 2015, the MICS programme celebrates 20 years of monitoring the situation of children and women worldwide. To mark this occasion, UNICEF has produced a written report of the MICS programme. The “*MICS at 20*” report summarizes the history of MICS, achievements in the monitoring field and outlines the future role of the MICS. The report of is compiled in a word-document format with tables, graphs, charts and maps.

Purpose:

Quality reports play an essential part in advocacy and programming efforts. It is therefore of great importance to UNICEF that the MICS at 20 report meets the highest possible quality standards and is innovative in terms of presentation, layout and display of the data to be presented in various forms including graphs, tables, charts, maps.

The purpose of this consultancy is for the design, layout and typesetting of the MICS at 20 report.*MICS at 20* is intended to be used as a global, regional and country-level advocacy tool to garner more support for the MICS programme and serve as a spring board for discussion about MICS.

Work surrounding the *MICS at 20*report includes design, layout, and typesetting as well as proofing, checking, adjusting for design consistency, and revisions. Plans are for the following deliverable to be provided:

  • A 4-page full-color cover with photos

  • Formatted tables, maps, charts and graphs in the body of the report (approximately 15 graphs/charts, 2 maps, 8 tables)

  • An appendix with formatted tables.

Around 15 photos from the UNICEF photo library –or other sources if best suited– will be used throughout the report. All photos will be supplied by UNICEF as digital files (JPG). If additional images are proposed by the designer, use and costs are to be discussed and agreed upon by UNICEF before any photo research/work/charges are incurred.

The consultant (designer) will be responsible for ensuring that each document conforms to the UNICEF Style Guide maintained by the Division of Communication. These guidelines will be supplied to the consultant for reference and use.

Overall, the report should be visually appealing, celebratory, creative, simple, bold and clearly express the achievements of the MICS programme. Target audiences for this report include: UNICEF Headquarters and field officers, UN agencies, government counterparts (Ministry of Health, Statistical Offices, Ministry of Planning, etc.), academia, research community, media, NGOs and more.

Expected results: (measurable results):

The expected results are press-ready versions of a high-res PDF version for printing and a low-res PDF version for the web.

Provision of Files in Various Formats

The selected consultant shall provide the report in various formats (e.g., all original files in InDesign; low- and high-res PDFs, etc.). Final print-ready files should be provided on a CD-Rom along with the latest corrections to the digital file and all corrected high res colour images. Imposition changes for the press should not be included on the CD.

UNICEF also requires the final PDF files (in both hi res and low res) to be provided as compressed as possible, while still preserving adequate text and image quality. Use “Screen Optimized” Acrobat Distiller job options when creating PDF to ensure that colour and greyscale images are compressed at no higher than medium quality and that text and line art compression are turned on. Embed only those fonts required by the document.

If a PDF file is larger than 5 MB, then in addition to providing it as a single large file, it should be broken up into chapters/sections and made available as a series of smaller files. The maximum physical page size of a Web PDF document is letter size, or very close to letter size, so that users can print without resizing.
