Utilizing the range of impact evaluation methodologies, including randomized control trials (RCTs) and a suite of quasi-experimental designs (QEDs), we draw from deep expertise with up to date, effective, and innovative methodologies.SI IE staff possess in-depth knowledge of emerging and innovative evaluation trends. Our team has experience using up-to-date methodologies including a full suite of experimental and quasi-experimental methods, electronic and mobile data collection, randomized response strategies, geospatial data collection and analysis, and unobtrusive direct observation.


Position Description:


SI is seeking an Impact Evaluation Program Associate. The associate supports SI’s Impact Evaluation Service Area, primarily responsible for managing a portfolio of IEs for USAID, the Millennium Challenge Corporation (MCC), The US Department of State, The World Bank, or other donor agencies and organizations. The Program Associate reports to senior project directors on individual projects and a Deputy Director as their main supervisor. This is a full-time, HQ-based position, with an expected start-date of mid-June 2015. Responsibilities include:


Responsibilities:


IE Project Management (Expected 75-80% of time)


  • Support development of IEs including background and supporting research for ongoing/upcoming IEs and oversight of survey development

  • Establish, monitor, and update work plans and budgets for IEs

  • Identify, recruit and build IE teams; support teams technically; assist in orienting consultant team members to procedures for working with SI

  • Oversee mobilization of evaluation teams, including organizing and managing team planning meetings and overseeing all necessary logistical preparations

  • Manage IE datasets throughout the evaluation life-cycle from coordination of local data collection partners to data management and cleaning to preliminary analysis

  • Assure high quality deliverables and evaluation reports

  • Serve as a responsive point of contact for clients, ensure contract compliance, and support contract reporting requirements

  • Work with Financial Department to ensure that financial reporting requirements are met, to monitor project financial status, and ensure compliance

  • Work with Contracts Department to negotiate contracts with donors, prime contractors and subcontractors and ensure compliance

  • Provide administrative backstopping support as needed

  • As appropriate, the associate will be asked to participate in field work, such as data collection, capacity building, program monitoring, or evaluation design, with evaluation teams. These tasks will be graduated to match the increasing level of proficiency and skill demonstrated by the Program Associate.

Business Development (Expected 10-15% of time)


Support marketing, business and proposal development related to new IE opportunities and, as time permits, other evaluation-related new bids. The associate may be asked to write technical proposals, review draft proposals, and work with the Finance Department to create IE budgets.


Internal Initiatives (Expected 10-15% of time)


The associate will be expected to participate in and/or lead internal initiatives in the Impact Evaluation department as opportunities arise, and as availability allows. Support to internal initiatives may include streamlining IE management protocols and updating internal technical materials, among other efforts.


Qualifications:


We will consider candidates at the Junior Program Associate and Program Associate levels.


  • Junior Associate: Bachelor’s degree in International Relations, International Development, Economics, Political Science, or other related subject plus 3 years of experience

  • Associate: Master’s degree in International Relations, International Development, Economics, Political Science, or other related subject plus 1-5 years of experience

Other qualifications:


  • Proactive, self-starting, and strong attention to detail

  • Deadline-oriented; ability to follow through on multiple tasks in a fast-paced environment

  • Coursework and/or applied experience with statistical analysis

  • Knowledge of and practical hands-on experience with Stata

  • Experience developing and/or implementing survey research

  • Coursework in international development and/or program evaluation

  • Excellent verbal communication and writing skills

  • Working knowledge of MS Office suite

  • Work or study experience abroad strongly preferred

  • Knowledge of and experience with ArcGIS a plus

  • Proficiency in foreign language a plus
