POSITION SUMMARY
The Senior Cost and Pricing Specialist will serve within the Business Development Unit and is responsible for the preparation of proposal budgets, narratives and supporting documentation as required by the Client. The Senior Cost and Pricing Specialist will serve as the lead member of the Cost and Pricing Team who report directly to the Vice President Business Development. The Cost and Pricing Team works directly with the Proposal Team to ensure cost proposals are strategically and competitively priced, compliant with client requirements, and are completed on schedule.
PRIMARY RESPONSIBILITIES:
- Develop pricing and financial presentation strategies making cost proposals more competitive and cost efficient, including Cost-Plus Fixed Fee (CPFF), Time and Material (T&M) and MOBIS.
- Prepare budgets and sections of the cost proposal prior to submission to client or prime contractor.
- Manage partner budget development, including providing instructions, templates, negotiating cost matters and reviewing partner budgets.
- Support international recruitment staff in developing consulting rates and/or long-term staff salaries for inclusion in proposals.
- Ensure cost proposal submissions are in compliance with all relevant donor regulations and restrictions and QED internal policy. Including sourcing and verification of pricing information and unit costs.
- Perform strategic analyses of organizational pricing model.
- Strengthen the capacity of home office and field staff to develop cost/business proposals by identifying areas for improvement in cost/business proposal development agency-wide and developing training materials and delivering training on specific cost proposal elements
- Maintain well documented records supporting pricing used in the development of proposals.
- Develop proposal templates and other proposal forms as required.
Required Skills & Qualifications:
- Bachelor"s degree (B.A.) in business administration, accounting, finance, or other relevant field.
- Advanced degree and international field experience preferred.
- 5-10 years of experience in proposal budget development for international development and/or federal-funded programs.
- Prior experience with proposal development in the international development field and for-profit consulting firms
- Demonstrated experience in leading multi-million dollar proposals submitted to US Federal with a particular emphasis on budgeting for USAID projects as well as non-US clients such as DFID, Asian Development Bank (ADB) and the World Bank
- Knowledge of USAID/State Department pricing and bid regulations, preferred.

- Excellent computer skills including advanced MS Excel and word processing.
- Knowledge of general accounting principles.
- Ability to perform well under pressure, multi-task, and meet deadlines.
- Must be able to work extended hours during peak periods.
