RESPONSIBILITIES AND DUTIES:
International Resources Group (IRG), a wholly-owned subsidiary of Engility Corporation, seeks qualified candidates for the position of Senior Agriculture and Food Security Specialist in its Agriculture and Food Security Practice. The Senior Specialistis responsible for the delivery of operation-level coordination services for IRG/Engility contract activities in the Agriculture and Food Security Practice. The Specialist performs a broad range of activities in the areas of budget preparation and tracking, contract compliance, communications and document review, and proposal development. The Senior Specialist supports Project Managers, or may be assigned responsibility on selected projects, to track project inputs and outputs, ensure corporate resources are matched against the needs of IRG/Engility"s clients and monitor project progress and trends. The Senior Specialist supports the development of new business by scoping new opportunities, conducting gap analysis, participating in reconnaissance trips, and tracking proposal inputs and outputs under the guidance of the Proposal Manager or Practice Manager. The Senior Specialist will be expected to provide support to other new business opportunities and projects outside of the Agriculture and Food Security Practice, as needed.
Responsibilities:
Program Support:
- Design and maintain project tracking systems to monitor project spending against contract budget and funds obligated and provide timely reports for project planning and decision-making
- Anticipate and/or communicate cash needs to Accounting department for the project
- Prepare/review project-related financial documentation
- Support project start-up and close-out activities in coordination with technical and business divisions of IRG
- Assist with recruitment of short and long-term staff for projects
- Develop, maintain, and make accessible project/contract files
- Create and maintain project profiles in the company"s projects database, including contracting information, staffing and program description
- Assist with and backstop communications among subcontractors, project-related staff at headquarters and the field team, consultants, and IRG divisions
- Support/implement project procurement activities, when required
- Support/implement activities required for program implementation, as required by program work plans
- Support monitoring of project deliverables against the project terms of reference, coordinate and ensure distribution of project deliverables/reports
- Assist with reporting requirements of contracts and agreements
- Provide backstop for division colleagues on travel
- Perform billable short-term technical assistance work, as assigned
Proposal and New Business Support:
- Act as point person for communications between IRG and subcontractors during proposal preparation
- Maintain and share information with the Business Development Division on the staff and consultants used on Agriculture and Food Security proposals and activities
- Serve as an integral member of corporate proposal management teams, supporting technical and cost elements of proposals, as directed by Agriculture and Food Security Practice Leader
- Interact with members of other IRG offices: especially Contracts, Business Development Division, and HR to complete proposal preparation tasks
- Other duties as assigned
MINIMUM TANGIBLE QUALIFICATIONS:
- Minimum of a Bachelor’s degree in agricultural economics, agronomy, climate smart agriculture, gender, business or other field relevant to international development.
- 3-5 years of administrative experience, including at least 1 year of direct or indirect experience with USAID projects and/or proposal development
- Proficient spreadsheet skills and general working knowledge of MS Office and Outlook
- Must be able to travel internationally, frequently, for extended periods (2-6 weeks) and at times on short notice as required to achieve project and new business goal
PREFERRED QUALIFICATIONS:
- Master’s degree preferred
- Proficiency in French highly desirable
